EMPOWERS THE NATION STATE

A common view in the American Right is that the New World Order is just another name for World Government. Sure enough, the entire world is under the control of government. But despite the continuing growth of the United Nations bureaucracy, and the ever greater amounts of money going into UN coffers, the locus of political power in the world today remains the nation-state.

Not all Nation-States are equal. The composition of the UN Security Council clearly distinguishes the super-powers from the riff-raff in international politics. But even among the Perm-5 members, some nations are more equal than others.

The events leading up the Gulf War in 1991 illustrate power relations in the Security Council. The Soviet Union could have vetoed military action against Iraq, its long-time ally. But instead, it voted to support the United States - in exchange for 7 billion dollars in aid from the U.S. government, and 4 billion dollars from Saudi Arabia. Red China could have vetoed the use of force against Iraq, with which it had been aligned in the past. But the Chinese ambassador abstained; China received 300 million dollars in loans from the U.S. government, and new trade orders from Saudi Arabia.

Security Council Resolutions authorized the use of force by the United States, augmented by some international forces. President Bush relied on these resolutions to send troops to Saudi Arabia without a vote of Congress. As Garet Garrett noted in 1952, Executive Dominance of the federal government is the first prerequisite of Imperialism.

The United Nations has been a vehicle of U.S. government interventionism since the Korean War. The U.N. recognized Soviet dominance in East Europe up until the Revolutions of 1989. Since the Gulf War, German and Japanese politicians have invoked their responsibilities to the United Nations to justify amending their constitutions to legalize international military intervention by their national governments.

In a related development, the governments of Germany and Japan are lobbying for Permanent Seats on the UN Security Council.

The United Nations was formed as a Victor's Alliance at the end of World War II. The UN now acts as a mid-wife to the revival of German and Japanese militarism.
