Even 1,000 gets you a slot at the negotiations table. The US can't attack anyone capable of vaporizing the planet 5 or 6 times in a row. The USSR was not filled with fanatics. The Cuban Missile Crisis was resolved when the the US removed its own IRBMs from Turkey which were based next to the USSR.
