It sounds pretty harsh to me.  He didn&#8217;t call for an uprising, but he might as well have:<\/p>\n<blockquote><p><em>1. Obtain a clear resolution from the United Nations Security Council on the return of complete sovereignty over their country to the Iraqis, unconstrained in any regard, whether political, economic, military, or security-related. Every effort must be made to efface all signs of occupation in every way.<\/em><\/p><\/blockquote>\n<p>&#8220;Complete sovereignty&#8221; is different from &#8220;<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A32753-2004Apr21.html\" target=\"_blank\">limited sovereignty<\/a>&#8220;, isn&#8217;t it?<\/p>\n<p>Anyway, <a href=\"http:\/\/www.juancole.com\/2004_06_01_juancole_archive.html#108628011298855089\" target=\"_blank\">you can read the rest<\/a>, but number one is clearly a large obstacle to the current Bushista plans, such as they are.
