{"id":19561,"date":"2013-04-30T05:18:08","date_gmt":"2013-04-30T13:18:08","guid":{"rendered":"http:\/\/antiwar.com\/blog\/?p=19561"},"modified":"2013-04-30T05:36:20","modified_gmt":"2013-04-30T13:36:20","slug":"afghanistan-an-endless-financial-sinkhole","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2013\/04\/30\/afghanistan-an-endless-financial-sinkhole\/","title":{"rendered":"Afghanistan: An Endless Financial Sinkhole"},"content":{"rendered":"<p>As we <a href=\"http:\/\/news.antiwar.com\/2013\/04\/28\/cias-bags-of-cash-fueled-afghan-corruption-bought-little-influence\/\">noted<\/a> in the news section yesterday, <em>The New York Times<\/em> <a href=\"http:\/\/www.nytimes.com\/2013\/04\/29\/world\/asia\/cia-delivers-cash-to-afghan-leaders-office.html?pagewanted=all&amp;_r=2&amp;\">reported<\/a> this week on &#8220;bags of cash&#8221; that have been continually sent to Afghan President Hamid Karzai &#8220;courtesy of the CIA.&#8221;<\/p>\n<p>Despite its unsurprising &#8220;revelations,&#8221; the story has received a lot of attention from Americans who are <a href=\"https:\/\/www.google.com\/url?q=http:\/\/news.antiwar.com\/2012\/03\/31\/support-for-afghan-war-hits-new-low-majority-say-pull-out-before-2014\/&amp;sa=U&amp;ei=jMF_UfzVAuXW0gGCmICwBw&amp;ved=0CAsQFjACOB4&amp;client=internal-uds-cse&amp;usg=AFQjCNGNvWgKFunThcpwyXOhlNbtTS6EWA\">tired<\/a> of fighting <a href=\"https:\/\/www.google.com\/url?q=http:\/\/news.antiwar.com\/2012\/09\/27\/military-report-shows-afghan-surge-complete-failure\/&amp;sa=U&amp;ei=KsF_UYeJI4WN0QGViIDgBg&amp;ved=0CAcQFjAAOAo&amp;client=internal-uds-cse&amp;usg=AFQjCNH4v7LQke5Ie-07wDNOgeoaprVuCQ\">the lost war in Afghanistan<\/a> and resentful that so many resources have gone to that sinkhole of a &#8220;<a href=\"http:\/\/antiwar.com\/blog\/2013\/04\/25\/burn-pit-scandal-ig-says-5-mln-wasted-on-unused-incinerators\/\">nation-building<\/a>&#8221; project.<\/p>\n<p>In response to the report, Karzai admitted it matter-of-factly. An excerpt is featured in this Jake Tapper clip:<\/p>\n<p><iframe loading=\"lazy\" src=\"http:\/\/www.youtube.com\/embed\/3RTitHvhMUY\" height=\"315\" width=\"560\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/p>\n<p>&#8220;&#8230;in a, eh, not big amount, no, small amount.&#8221; Well, I&#8217;ll take the description as relative, given that the <em>Times<\/em> reported, &#8220;All told, tens of millions of dollars have flowed from the C.I.A. to the office of President\u00a0Hamid Karzai.&#8221;<\/p>\n<p>This is a guy whose immense power over an entire country is totally illegitimate, having rose to the position in the aftermath of US-imposed regime change and military occupation and kept it by orchestrating fraudulent elections. The entire edifice of the Afghan government over which Karzai presides is sustained through a massive influx of US foreign aid &#8211; <a href=\"http:\/\/foreignassistance.gov\/OU.aspx?OUID=166&amp;FY=2013&amp;AgencyID=0&amp;budTab=tab_Bud_Planned\">more than $16 billion<\/a> since 2008 alone (not including the cost of conducting the war).<\/p>\n<p>Under Karzai, Afghanistan has retained the title of being one of the most corrupt nations on the planet, and that is primarily in reference to the financial conduct of the government; never mind Karzai&#8217;s pettier preoccupations, like <a href=\"https:\/\/www.google.com\/url?q=http:\/\/news.antiwar.com\/2011\/10\/10\/torture-is-systemic-in-afghan-prisons-un-report-finds\/&amp;sa=U&amp;ei=KsF_UYeJI4WN0QGViIDgBg&amp;ved=0CBgQFjAIOAo&amp;client=internal-uds-cse&amp;usg=AFQjCNGeKwMn0ACLayejN65LvelI_9AGyQ\">torturing prisoners<\/a> and\u00a0agreeing to pardon an imprisoned woman for the crime of being raped, on the one condition\u00a0<a href=\"http:\/\/latimesblogs.latimes.com\/world_now\/2011\/12\/jailed-afghan-rape-victim-wins-pardon-after-agreeing-to-marry-attacker.html\">that she marry the man that raped her<\/a>.<\/p>\n<p>All this, and the CIA still sees fit to continue sending Karzai tens of millions of dollars in secret. Just as a reminder for those not as schooled in the art of pronouncing the utterly obvious, the CIA isn&#8217;t a corporation &#8211; they aren&#8217;t a business producing something in exchange for money. They have no money of their own. The wads of cash they&#8217;re regularly sending to people like Karzai come straight from the hard-earned paychecks of you and your neighbors.<\/p>\n<p>As to Tapper&#8217;s question, Galbraith is correct that the payments have been a total waste. As the <em>Times<\/em> reported, &#8220;there is little evidence that the payments bought the influence the CIA sought. Instead, some American officials said, the cash has fueled corruption and empowered warlords, undermining Washington\u2019s exit strategy from Afghanistan.&#8221;<\/p>\n<p>The fact that the war cannot be &#8220;won&#8221; plays into this endlessly-paying-billions-for-absolutely-nothing game Washington has been playing in Afghanistan.\u00a0British Defense Secretary Philip Hammond said in January that there is a \u201cgrowing realization on both sides of\u201d the conflict in Afghanistan \u201cthat\u00a0<a href=\"http:\/\/www.bbc.co.uk\/news\/uk-21164927\">neither side can win outright<\/a>.\u201d<\/p>\n<p>The Taliban actually control entire parts of the country, where they \u201ccollect taxes, maintain law and order, and adjudicate disputes,\u201d Dexter Filkins\u00a0<a href=\"http:\/\/www.newyorker.com\/reporting\/2012\/07\/09\/120709fa_fact_filkins?currentPage=all\">reported<\/a>\u00a0in the\u00a0<em>New Yorker<\/em>\u00a0in July.
