{"id":19695,"date":"2013-05-06T13:53:29","date_gmt":"2013-05-06T21:53:29","guid":{"rendered":"http:\/\/antiwar.com\/blog\/?p=19695"},"modified":"2013-05-06T13:53:29","modified_gmt":"2013-05-06T21:53:29","slug":"bolivia-expels-usaid-because-they-continue-to-conspire","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2013\/05\/06\/bolivia-expels-usaid-because-they-continue-to-conspire\/","title":{"rendered":"Bolivia Expels USAID Because They &#8216;Continue to Conspire&#8217;"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-19696\" alt=\"Cochabamba Bolivia World People\u2019s Conference on Climate Change and the Rights of Mother Earth\" src=\"https:\/\/www.antiwar.com\/blog\/wp-content\/uploads\/2013\/05\/4553955392_cf8e19b10e_z-e1367877181690.jpg\" width=\"580\" height=\"438\" \/><\/p>\n<p>Bolivian President Evo Morales recently announced he has <a href=\"http:\/\/www.miamiherald.com\/2013\/05\/01\/3374374\/bolivia-president-expels-us-govt.html\">expelled<\/a> the\u00a0United States Agency for International Development (USAID), saying such &#8220;institutions&#8221; &#8220;continue to conspire.&#8221;<\/p>\n<p>USAID, thanks to lots of propaganda, is thought to be a wonderful, almost charitable arm of the U.S. government that aims to promote democratic institutions and economic progress. Instead, it pushes through a staunch, pro-American agenda often at the expense of democratic institutions.<\/p>\n<p><a href=\"http:\/\/www.cepr.net\/index.php\/blogs\/the-americas-blog\/bolivia-expels-usaid-not-why-but-why-not-sooner\">Jake Johnston at the Center for Economic and Policy Research<\/a>:<\/p>\n<blockquote><p>The role of USAID in Bolivia has been a\u00a0<a href=\"http:\/\/www.cepr.net\/index.php\/blogs\/cepr-blog\/usaid-bone-of-contention-in-us-bolivia-relations\/\">primary point of contention<\/a>\u00a0between the U.S. and Bolivia dating back to<a href=\"http:\/\/www.democracynow.org\/2006\/9\/22\/bolivian_president_evo_morales_on_latin\" target=\"_blank\">\u00a0at least 2006<\/a>. State Department spokesperson Patrick Ventrell\u00a0<a href=\"http:\/\/edition.cnn.com\/2013\/05\/01\/world\/americas\/bolivia-usaid-expelled\/\" target=\"_blank\">characterized<\/a>\u00a0Morales\u2019 statement as \u201cbaseless allegations.\u201d While State Department spokespeople and\u00a0<a href=\"http:\/\/www.latimes.com\/news\/world\/worldnow\/la-fg-wn-bolivia-kerry-ejecting-usaid-20130501,0,2165962.story\" target=\"_blank\">many commentators<\/a>\u00a0will characterize USAID&#8217;s work with oppositional groups as appropriate, a look at the agency&#8217;s work over the past decade paints a very different picture.<\/p>\n<p>Documents\u00a0<a href=\"http:\/\/boliviamatters.wordpress.com\/2008\/10\/11\/new-discoveries-reveal-us-intervention-in-bolivia\/\" target=\"_blank\">obtained by investigative journalist Jeremy Bigwood<\/a>\u00a0show that as early as 2002, USAID funded a \u201cPolitical Party Reform Project,\u201d which sought to \u201cserve as a counterweight to the radical MAS [Morales\u2019 political party] or its successors.\u201d Later USAID began\u00a0<a href=\"https:\/\/www.progressive.org\/mag_dangl0208\">a program<\/a>\u00a0\u201cto provide support to fledgling regional governments,\u201d some of which were pushing for regional autonomy and were involved in the September 2008 destabilization campaign that left some 20 indigenous Bolivians dead. Meanwhile, the U.S. has continually\u00a0<a href=\"http:\/\/www.cepr.net\/index.php\/press-releases\/press-releases\/us-should-disclose-its-funding-of-opposition-groups-in-bolivia-and-other-latin-american-countries\/\">refused to disclose<\/a>\u00a0the recipients of aid funds. As a recent CEPR report on USAID activities in Haiti concluded, U.S. aid often\u00a0<a href=\"http:\/\/www.cepr.net\/index.php\/publications\/reports\/breaking-open-the-black-box\">goes into a \u201cblack box\u201d<\/a>\u00a0where it becomes impossible to determine who the ultimate recipients actually are.<\/p><\/blockquote>\n<p>Undermining governments in Latin America that are not obedient enough is something of a national past-time in Washington. During the Cold War especially, we overthrew whatever democratically elected government rubbed us the wrong way. But old habits die hard.<\/p>\n<p>In 2002, USAID was caught up in allegations that the Bush administration either encouraged or was complicit in the attempted military coup to overthrow Venezuela&#8217;s Hugo Chavez. There <a href=\"http:\/\/oig.state.gov\/documents\/organization\/13682.pdf\">indeed was<\/a> direct involvement: State Department cables released by WikiLeaks <a href=\"http:\/\/thehill.com\/blogs\/global-affairs\/americas\/292131-leaked-cable-reveals-bush-administrations-strategy-for-undermining-chavez\">documented<\/a> an explicit policy of trying to undermine the Chavez government and noted USAID as being the primary administrator in that project. Bush administration officials later <a href=\"http:\/\/news.bbc.co.uk\/2\/hi\/americas\/1933526.stm\">admitted<\/a> having met with the coup plotters prior to the attacks, but insisted they asked for &#8220;constitutional&#8221; methods, not military.<\/p>\n<p>There was another Latin American coup in Honduras in 2009, and while there is no evidence that the Obama administration participated in it, the marked increase in money and weapons flowing from Washington to the military regime in Honduras is notable.\u00a0Washington\u2019s own <a href=\"http:\/\/world.time.com\/2012\/11\/14\/u-s-deplores-murder-of-honduran-teen-by-military\/\">commando-style troops<\/a> have been <a href=\"http:\/\/www.nytimes.com\/2012\/06\/25\/world\/americas\/dea-agents-kills-suspected-smuggler-in-honduran-drug-raid.html\">working closely<\/a> with Honduran police in training and weapons procurement, even as reports of extra-judicial killings, disappearances and other human rights abuses have increased.<\/p>\n<p>Recently, allegations that US-backed security forces are essentially <a href=\"http:\/\/antiwar.com\/blog\/2013\/03\/28\/violating-own-laws-us-backs-alleged-death-squads-in-honduras\/\">running death squads<\/a> have reached such a fever pitch that Washington was forced to respond. The State Department this week reassured the public that taxpayer money \u201conly goes to specially vetted and trained units that don\u2019t operate under the direct supervision of a police chief once accused of extrajudicial killings and \u2018social cleansing,\u2019\u201d\u00a0<a href=\"http:\/\/www.nytimes.com\/aponline\/2013\/03\/23\/world\/americas\/ap-lt-honduras-death-squads.html\">reports The Associated Press.<\/a><em><br \/>\n<\/em><\/p>\n<p>That police chief is one\u00a0Juan Carlos Bonilla, who has been accused of, and in one case tried for, extra-judicial killings and disappearances of dozens of people. While US and Honduran officials promise US support doesn\u2019t go to any forces under\u00a0Bonilla\u2019s command, evidence <a href=\"http:\/\/www.nytimes.com\/aponline\/2013\/03\/23\/world\/americas\/ap-lt-honduras-death-squads.html\">suggests<\/a> otherwise.<\/p>\n<p>\u201cSince early 2010,\u201d writes Dana Frank in\u00a0<a href=\"http:\/\/www.foreignaffairs.com\/articles\/138188\/dana-frank\/honduras-gone-wrong?page=show#\">a piece<\/a>\u00a0at\u00a0<em>Foreign Affairs,<\/em>\u00a0\u201dthere have been more than 10,000 complaints of human rights abuses by [US funded and trained] state security forces,\u201d and \u201cin many ways, Washington is responsible for this dismal turn.\u201d Meanwhile, the USAID website <a href=\"http:\/\/www.usaid.gov\/where-we-work\/latin-american-and-caribbean\/honduras\">claims<\/a> their\u00a0&#8220;strengthen the participation of marginalized groups in local and national governance.&#8221;<\/p>\n<p>So is it surprising to anyone that Evo Morales has expelled USAID?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bolivian President Evo Morales recently announced he has expelled the\u00a0United States Agency for International Development (USAID), saying such &#8220;institutions&#8221; &#8220;continue to conspire.&#8221; USAID, thanks to lots of propaganda, is thought to be a wonderful, almost charitable arm of the U.S. government that aims to promote democratic institutions and economic progress.
