But would they really have been \u00e2\u20ac\u0153safer\u00e2\u20ac\u009d there or just luckier? <\/p>\n<p>\nIn what Kofi Annan today <a href=\"http:\/\/news.scotsman.com\/international.cfm?id=1084162006\">described<\/a> as &#8220;apparently deliberate targeting by Israeli Defense Forces&#8221; of a well-known, UN observer post in Southern Lebanon, four UN peacekeepers died. Whether or not this attack was an \u00e2\u20ac\u0153accident\u00e2\u20ac\u009d will apparently be left up to the Israelis to <a href=\"http:\/\/www.abc.net.au\/news\/newsitems\/200607\/s1697018.htm\">investigate<\/a>, but the bombing recalls another incident in Israeli-Lebanese relations. A little over ten years ago, the IDF shelled a UN base at <a href=\"http:\/\/www.counterpunch.org\/heller04192006.html\">Qana<\/a>, Lebanon, where 800 refugees had sought shelter. More than 100 died.
