{"id":36587,"date":"2020-12-28T10:09:01","date_gmt":"2020-12-28T18:09:01","guid":{"rendered":"https:\/\/www.antiwar.com\/blog\/?p=36587"},"modified":"2020-12-28T10:09:01","modified_gmt":"2020-12-28T18:09:01","slug":"a-blatant-violation-sahrawis-dismiss-pompeos-announcement-of-us-consulate-in-moroccan-occupied-western-sahara","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2020\/12\/28\/a-blatant-violation-sahrawis-dismiss-pompeos-announcement-of-us-consulate-in-moroccan-occupied-western-sahara\/","title":{"rendered":"&#8216;A Blatant Violation&#8217;: Sahrawis Dismiss Pompeo&#8217;s Announcement of US Consulate in Moroccan-Occupied Western Sahara"},"content":{"rendered":"<p>Sahrawi independence advocates defiantly dismissed an announcement Thursday by Secretary of State Mike Pompeo that the United States would open a &#8220;virtual&#8221; diplomatic mission in Western Sahara as a first step toward establishing a permanent consulate in the Moroccan-occupied territory.<\/p>\n<p>Pompeo said in a <a href=\"https:\/\/www.state.gov\/announcement-of-new-virtual-presence-post-for-western-sahara\/\">statement<\/a> that the US was &#8220;inaugurating a virtual presence post for Western Sahara, with a focus on promoting economic and social development, to be followed soon by a fully functioning consulate.&#8221; <\/p>\n<p>The State Department said that the virtual post &#8211; which will allow US officials to conduct consular and other business remotely &#8211; will be managed by the American Embassy in Rabat, the Moroccan capital.<\/p>\n<p><!--more--><\/p>\n<p>The development came nearly two weeks after President Donald Trump <a href=\"https:\/\/www.commondreams.org\/news\/2020\/12\/11\/trump-deal-trade-occupied-western-sahara-morocco-normalizing-ties-israel-denounced\">announced<\/a> an agreement in which the US recognized as legitimate Morocco&#8217;s illegal occupation in exchange for the North African kingdom&#8217;s establishing full diplomatic ties with Israel. This made the US the first country to recognize Morocco&#8217;s claim of sovereignty in Western Sahara. <\/p>\n<p>While Morocco&#8217;s monarch, King Mohammed VI, <a href=\"https:\/\/www.diplomatie.ma\/en\/statement-royal-office-his-majesty-king-mohammed-vi-receives-american-israeli-delegation\">hailed<\/a> US recognition of his country&#8217;s claim to Western Sahara as an &#8220;historic turning point,&#8221; advocates for Sahrawi independence roundly condemned the move. <\/p>\n<p>The Polisario Front &#8211; the United Nations-recognized, Algerian-backed Sahrawi national liberation movement &#8211; <a href=\"https:\/\/www.reuters.com\/article\/uk-israel-usa-morocco-polisario-idAFKBN28K2N5\">blasted<\/a> the US declaration as &#8220;a blatant violation of the United Nations charter and the resolutions of international legitimacy.&#8221;<\/p>\n<p>Additionally, Article 49 of the <a href=\"https:\/\/www.un.org\/en\/genocideprevention\/documents\/atrocity-crimes\/Doc.33_GC-IV-EN.pdf\">Fourth Geneva Convention<\/a> (pdf) states that an &#8220;occupying power shall not deport or transfer parts of its own civilian population into the territory it occupies,&#8221; a proscription violated by both Israel in the occupied Palestinian and Syrian territories and by Morocco in Western Sahara.<\/p>\n<p>There was widespread indignation following Pompeo&#8217;s announcement, as Sahrawis and international human rights defenders condemned the move. <\/p>\n<div align=\"left\">\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\" xml:lang=\"en\">When you go low we go up. In order to solidify Moroccan control over the phosphate- and fishery-rich land, former king Hassan II ordered a <a href=\"https:\/\/www.bbc.com\/news\/av\/magazine-34667782\">&#8220;Green March&#8221;<\/a> of hundreds of thousands of Moroccan civilians into Western Sahara to colonize the vast desert territory.<\/p>\n<p>Meanwhile, Moroccan forces <a href=\"https:\/\/ec.europa.eu\/fisheries\/sites\/fisheries\/files\/docs\/body\/western_sahara_resource_watch_en.pdf\">committed horrific atrocities<\/a> (pdf) while driving nearly half the Sahrawi population into neighboring Algeria.<\/p>\n<p>Moroccan occupation forces <a href=\"https:\/\/www.theguardian.com\/world\/2018\/sep\/22\/western-sahara-wall-morocco-trump\">built<\/a> a 1,700-mile mostly sand wall to keep Algerian-backed Sahrawi militants out of Western Sahara, while denying Sahrawis inside their occupied homeland the U.N.-backed referendum they&#8217;ve been promised &#8211; and awaiting &#8211; for decades.<\/p>\n<p>The Polisario Front has resisted the occupation for 45 years and today controls up to a quarter of Western Sahara as the Sahrawi Arab Democratic Republic (SADR), which scores of United Nations member states have <a href=\"https:\/\/www.britannica.com\/place\/Sahrawi-Arab-Democratic-Republic\">recognized<\/a> since it was proclaimed in 1976. However, more than half of these countries have since either withdrawn or suspended their recognition.<\/p>\n<p>Moroccan settlers today comprise <a href=\"https:\/\/www.theguardian.com\/world\/2015\/jan\/06\/morocco-western-sahara-referendum-delay\">over two-thirds<\/a> of the territory&#8217;s population of approximately 600,000. <\/p>\n<p>A fragile U.N.-backed 1991 ceasefire between Morocco and the Polisario rebels lasted <a href=\"https:\/\/www.democracynow.org\/2020\/11\/16\/western_sahara_jacob_mundy\">until last month<\/a>, when SADR President Brahim Ghali declared it over after he said that Moroccan troops opened fire on peaceful protesters.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/smg97ib_yfM\" frameborder=\"0\" width=\"640\" height=\"360\"><\/iframe><\/p>\n<p>Inside occupied Western Sahara, Moroccan forces <a href=\"https:\/\/www.amnesty.org\/en\/countries\/middle-east-and-north-africa\/morocco-and-western-sahara\/morocco-and-western-sahara\/\">brutally repress<\/a> all forms of resistance, severely restricting free expression, movement, association, and press.<\/p>\n<p>According to a 2015 Amnesty International <a href=\"https:\/\/www.amnesty.org\/download\/Documents\/MDE290012015ENGLISH.PDF\">report<\/a> (pdf), as well as documentation by local and international human rights groups, arbitrary arrest and imprisonment, forced disappearances, and torture are <a href=\"https:\/\/www.jadaliyya.com\/Details\/28719\">some of the tactics employed<\/a> by the occupation forces to control the territory and its people. <\/p>\n<p>Polisario forces are also <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/10\/morocco-and-western-sahara-human-rights-component-critical-to-un-mission\/\">accused<\/a> of serious human rights violations, and some Sahrawis <a href=\"https:\/\/www.middleeasteye.net\/news\/morocco-western-sahara-battle-sovereignty\">oppose<\/a> their rule. <\/p>\n<p><i>Brett Wilkins is is staff writer for <a href=\"https:\/\/www.commondreams.org\/\">Common Dreams<\/a>.
