These restrictions have been a <a href=\"https:\/\/www.nytimes.com\/2017\/11\/08\/world\/middleeast\/yemen-saudi-blockade.html\">leading driver <\/a>of the humanitarian crisis in Yemen, where 400,000 children are at risk of dying of malnutrition this year as the country is pushed toward \u201cthe <a href=\"https:\/\/www.wfp.org\/news\/yemen-heading-toward-biggest-famine-modern-history-wfp-chief-warns-un-security-council\">biggest famine<\/a> in modern history.\u201d Since January 2021, Saudi Arabia has severely <a href=\"https:\/\/www.cnn.com\/videos\/tv\/2021\/03\/10\/tl-nima-dnt-live-jake-tapper.cnn\">restricted fuel imports<\/a>, hindering food shipments and hospitals\u2019 ability to function.<\/p>\n<p><b>Isn\u2019t the blockade needed to prevent Iranian weapons from reaching the Houthis?<\/b><\/p>\n<p>No. In 2015, the United Nations established an<a href=\"https:\/\/www.vimye.org\/#:~:text=The%20United%20Nations%20Verification%20and,Yemen%20not%20under%20its%20control.\"><\/a><a href=\"https:\/\/www.vimye.org\/#:~:text=The%20United%20Nations%20Verification%20and,Yemen%20not%20under%20its%20control.\">inspection and verification mechanism<\/a> that ensures that ships docking at Yemen\u2019s ports are not carrying weapons. In April 2021, US Special Envoy Tim Lenderking <a href=\"https:\/\/foreignaffairs.house.gov\/2021\/4\/the-crisis-in-yemen-part-2\">acknowledged<\/a> that the mechanism \u201cworks quite well.\u201d The import restrictions imposed by Saudi Arabia and the Hadi government are a <a href=\"https:\/\/reliefweb.int\/sites\/reliefweb.int\/files\/resources\/Strategies%20of%20Coalition%20in%20Yemen%20War.pdf\">tactic<\/a> of economic warfare that seeks to gain leverage over the Houthis through starvation and deprivation of civilian populations.<\/p>\n<p><!--more--><\/p>\n<p><b>Does the United States provide support to Saudi Arabia that enables the blockade?<\/b><\/p>\n<p>Yes. Although President Biden announced an end to U.S. support for the Saudi-led coalition\u2019s offensive operations in Yemen in February 2021, the Department of Defense<a href=\"https:\/\/www.vox.com\/2021\/4\/27\/22403579\/biden-saudi-yemen-war-pentagon\"><\/a><a href=\"https:\/\/www.vox.com\/2021\/4\/27\/22403579\/biden-saudi-yemen-war-pentagon\">acknowledged<\/a> in April that the United States continues to provide maintenance support and transfer spare parts for Saudi aircraft. This support is <a href=\"https:\/\/www.aljazeera.com\/news\/2021\/2\/7\/us-ending-support-to-saudi-led-war-in-yemen-questions-persist\">essential<\/a><a href=\"https:\/\/www.youtube.com\/watch?v=Lqg-efef7R8&amp;t=316s\"><\/a>for Saudi Arabia to be able to continue its offensive operations in Yemen, including enforcing the blockade.<\/p>\n<p>It remains unclear what if any other forms of military support the United States continues to provide to the coalition, as the administration has so far refused to answer a set of detailed questions posed by 41 members of Congress in a February <a href=\"https:\/\/defazio.house.gov\/media-center\/press-releases\/reps-defazio-khanna-dingell-urge-transparency-from-biden-administration\">letter<\/a> seeking clarity on US involvement in the war.<\/p>\n<p><b>What has the Biden administration said about the blockade?<\/b><\/p>\n<p>In its first several months, the Biden administration has said nothing publicly about the blockade, even as the UN sounded the alarm over the impact of Saudi Arabia\u2019s tightening restrictions on fuel imports. When pressed by reporters, a State Department spokesman <a href=\"https:\/\/www.vox.com\/2021\/4\/14\/22381459\/yemen-blockade-saudi-arabia-biden-cnn\">claimed<\/a> that \u201cfood and commodities are getting through, so it is not a blockade.\u201d However, in response to mounting pressure from Congress, the media, humanitarian groups, and civil society for Biden to call on Saudi Arabia to lift the blockade on Yemen, Lenderking <a href=\"https:\/\/www.state.gov\/special-envoy%E2%80%AFfor-yemen%E2%80%AFtim%E2%80%AFlenderking-house-committee-on-foreign-affairs-subcommittee-on-middle-east-north-africa-and-global-counterterrorism\/\">said <\/a>that commodities and humanitarian assistance must be allowed to enter into Yemen unimpeded and that \u201cSaudi Arabia must not stand in the way.\u201d<\/p>\n<p>When asked by Rep. Ted Lieu (CA-33) what if any leverage the administration is prepared to use to compel Saudi Arabia to lift its restrictions, Lenderking<a href=\"https:\/\/twitter.com\/justfp\/status\/1384961592253616130?s=20\"><\/a><a href=\"https:\/\/twitter.com\/justfp\/status\/1384961592253616130?s=20\">could not say<\/a>. And though Lenderking<a href=\"https:\/\/www.foreign.senate.gov\/hearings\/us-policy-on-yemen-042121\"> testified<\/a> that restrictions on commodities into Yemen\u2019s ports should be taken \u201coff the table\u201d as a bargaining chip and \u201cshould not be a factor in political discussions,\u201d the administration endorsed a Saudi ceasefire offer in March that explicitly sought to use the blockade as leverage to elicit Houthi concessions.<\/p>\n<p><b>Who has spoken out about the blockade?<\/b><\/p>\n<p>UN World Food Program director David Beasley has repeatedly spoken about the urgent need to lift the blockade. In April, Beasley flew to Washington and <a href=\"https:\/\/www.nytimes.com\/2021\/04\/06\/us\/politics\/democrats-biden-saudi-arabia.html\">reportedly<\/a> \u201cimpressed upon lawmakers the urgency of lifting the blockade \u2018immediately.\u2019\u201d<\/p>\n<p>Following the briefing, House Foreign Affairs Committee Chairman Gregory Meeks (NY-05) and a bipartisan group of members from the Middle East subcommittee sent a <a href=\"https:\/\/teddeutch.house.gov\/news\/documentsingle.aspx?DocumentID=402947\">letter<\/a> urging the administration to pressure Saudi Arabia to lift the blockade. <a href=\"https:\/\/debbiedingell.house.gov\/news\/documentsingle.aspx?DocumentID=2946\">76 members<\/a> of the House led by Rep. Debbie Dingell (MI-12) and <a href=\"https:\/\/www.warren.senate.gov\/newsroom\/press-releases\/warren-colleagues-to-biden-admin-use-all-tools-to-end-saudi-coalitions-blockade-of-yemen\">16 Senators<\/a> led by Sen. Elizabeth Warren (MA) have sent similar letters, as did a <a href=\"https:\/\/www.fcnl.org\/updates\/2021-04\/advocates-and-celebrities-call-immediate-end-saudi-blockade-yemen\">coalition <\/a>of over 70 national advocacy organizations and more than a dozen celebrities.<\/p>\n<p><b>What should Congress and the administration do to bring about an end to the blockade?<\/b><\/p>\n<p>As a top policy priority, the Biden administration must use its vast leverage to compel Saudi Arabia to immediately and unconditionally lift the blockade. Members of Congress should continue to call on the administration to do so and should introduce and pass legislation to prohibit all forms of US support for the blockade and other offensive operations of the Saudi-UAE coalition in Yemen.<\/p>\n<p><i>Bryan Bowman is the program assistant for Middle East policy.
