{"id":38479,"date":"2021-12-09T13:27:44","date_gmt":"2021-12-09T21:27:44","guid":{"rendered":"https:\/\/www.antiwar.com\/blog\/?p=38479"},"modified":"2021-12-09T13:27:44","modified_gmt":"2021-12-09T21:27:44","slug":"as-putin-asserts-russias-right-to-defend-against-nato-us-urged-to-avoid-new-cold-war","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2021\/12\/09\/as-putin-asserts-russias-right-to-defend-against-nato-us-urged-to-avoid-new-cold-war\/","title":{"rendered":"As Putin Asserts Russia&#8217;s Right to Defend Against NATO, US Urged to Avoid &#8216;New Cold War&#8217;"},"content":{"rendered":"<p>As Russian President Vladimir Putin responded Wednesday to NATO provocations along his nation&#8217;s western frontier by warning that his country reserves the right to defend itself, peace advocates stressed the need for US self-awareness and restraint in order to avoid a &#8220;new Cold War.&#8221;<\/p>\n<p>Following US vows to &#8220;stand up for Ukraine&#8221; &#8211; including by <a href=\"https:\/\/www.theguardian.com\/world\/2021\/dec\/06\/us-says-it-will-send-troops-to-eastern-europe-if-russia-invades-ukraine\">sending combat troops<\/a> and <a href=\"https:\/\/www.reuters.com\/markets\/currencies\/biden-putin-set-crucial-call-over-ukraine-2021-12-07\/\">sanctioning Moscow<\/a> &#8211; in the event of Russian aggression, Putin said during a press conference with Greek Prime Minister Kyriakos Mitsotakis that &#8220;Russia has a peaceful foreign policy, but has the right to defend its security,&#8221; <a href=\"https:\/\/www.themoscowtimes.com\/2021\/12\/08\/putin-says-russia-has-right-to-defend-its-security-amid-nato-tensions-a75767\">according to<\/a><em> Agence France-Presse<\/em>.<\/p>\n<p>The remarks were Putin&#8217;s first in public since he and US President Joe Biden met during a two-hour <a href=\"https:\/\/www.washingtonpost.com\/world\/2021\/12\/07\/putin-biden-call-preview\/\">virtual summit <\/a>on Tuesday. US leaders are alarmed by Russia&#8217;s <a href=\"https:\/\/www.nbcnews.com\/news\/world\/russian-troops-mass-ukraines-border-west-worries-isnt-last-time-rcna7203\">concentration of troops<\/a> within striking distance of eastern Ukraine, where pro-Moscow separatists have been fighting government forces since 2014.<\/p>\n<p><!--more--><\/p>\n<p>Putin is seeking a guarantee that NATO will not expand further eastward, as it has done <a href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/pdf_2016_07\/20160627_1607-factsheet-enlargement-eng.pdf\">nine times<\/a> since 1999. He called NATO enlargement a &#8220;very sensitive&#8221; issue for his country and &#8220;one of the key questions in preserving Russia&#8217;s security,&#8221; while citing the Biden administration&#8217;s <a href=\"https:\/\/www.commondreams.org\/news\/2021\/10\/18\/needlessly-provocative-austin-rebuked-again-opening-nato-door-ukraine-and-georgia\">&#8220;open door&#8221;<\/a> policy of potential membership for Ukraine and Georgia &#8211; both of which border Russia and were former Soviet republics &#8211; as cause for alarm.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Regardless of what Putin says, the United States would benefit from ruling out a defense commitment to Ukraine, opposing sending missiles and troops there, and working diplomatically to implement the Minsk agreements to resolve the Donbas conflict. These are not concessions.<\/p>\n<p> &mdash; Stephen Wertheim (@stephenwertheim) <a href=\"https:\/\/twitter.com\/stephenwertheim\/status\/1468351152181886981?ref_src=twsrc%5Etfw\">December 7, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&#8220;We cannot but be concerned about the prospect of Ukraine&#8217;s possible admission to NATO,&#8221; Putin said, &#8220;because this will undoubtedly be followed by the deployment of appropriate military contingents, bases, and weapons that threaten us.&#8221;<\/p>\n<p>Russian troops invaded Georgia &#8211; home to pro-Moscow separatist enclaves &#8211; in 2008, and Ukraine&#8217;s Crimean Peninsula, which Russia subsequently annexed with the <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2014\/03\/16\/290525623\/crimeans-vote-on-splitting-from-ukraine-to-join-russia\">support<\/a> of a majority of the local population, in 2014. Crimea was previously part of Russia from 1783 to 1954.<\/p>\n<p>Biden followed Putin&#8217;s remarks by saying that &#8220;the idea that the United States is going to unilaterally use force to confront Russia invading Ukraine is not&#8230; in the cards right now,&#8221; <a href=\"https:\/\/www.defenseone.com\/threats\/2021\/12\/biden-rules-out-sending-troops-ukraine-least-now\/187386\/\">according to<\/a><em>Defense One<\/em>.<\/p>\n<p>Appearing on <em>Democracy Now! <\/em>Wednesday, Katrina vanden Heuvel, editorial director and publisher of <em>The Nation, <\/em><a href=\"https:\/\/www.democracynow.org\/2021\/12\/8\/putin_biden_sanctions_russia_ukraine\">said<\/a> that &#8220;this escalation is not new.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">As tensions rise between Russia and the US over Ukraine, journalist Katrina vanden Heuvel says the &quot;one-sided narrative&quot; in the US fails to note that NATO expansion into Eastern Europe following the Cold War is a major cause of the current dispute. <a href=\"https:\/\/t.co\/9213PILj7c\">pic.twitter.com\/9213PILj7c<\/a><\/p>\n<p> &mdash; Democracy Now! (@democracynow) <a href=\"https:\/\/twitter.com\/democracynow\/status\/1468571986331049990?ref_src=twsrc%5Etfw\">December 8, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&#8220;We have a one-sided narrative in this country, which is a problem because we haven&#8217;t followed the growing mass of NATO troops on&#8230; Russia&#8217;s border,&#8221; she explained. &#8220;The escalation is neither in the United States&#8217; national interest nor security interest at a time when politics, [a] political solution, [a] diplomatic solution, is the only way forward.&#8221;<\/p>\n<p>&#8220;History matters,&#8221; vanden Heuvel asserted. &#8220;In 1990, Gorbachev presided over the reunification of Germany and [then-U.S. Secretary of State] James Baker promised&#8230; <span class=\"caps\">NATO<\/span> would not expand one inch eastward. That promise, which is documented in the National Security Archive, in [former Secretary of State] Condi Rice&#8217;s book, in other materials, was violated. I think that is the original sin of what we witnessed today.&#8221;<\/p>\n<p>NATO &#8211; formed in 1949 as a mutual defense pact against the Soviet Union &#8211; has long been condemned as a <a href=\"https:\/\/www.commondreams.org\/views\/2019\/12\/02\/trump-was-right-he-was-wrong-nato-should-be-obsolete\">provocative anachronism<\/a> in the post-Cold War era, with many critics <a href=\"https:\/\/www.commondreams.org\/news\/2014\/09\/02\/natos-military-hysteria-undermines-hope-peace-ukraine-says-russia\">arguing<\/a> that the trans-Atlantic alliance <a href=\"https:\/\/www.commondreams.org\/views\/2011\/09\/02\/time-disband-nato-rogue-alliance\">should be dissolved<\/a>.<\/p>\n<p>Instead, NATO has steadily expanded eastward and currently counts 10 former Soviet or Warsaw Pact nations as <a href=\"https:\/\/www.nato.int\/cps\/en\/natolive\/topics_52044.htm\">members<\/a>. NATO&#8217;s eastern boundary is now less than 100 miles from St. Petersburg, Russia&#8217;s second-largest city.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Neither Russia nor China is openly belligerent, nor is the United States, which needs time to get its domestic house in order, but there is always danger of a 1914 event. NEW Joseph Barrata: <a href=\"https:\/\/t.co\/uoVJPWF89e\">https:\/\/t.co\/uoVJPWF89e<\/a><\/p>\n<p> &mdash; Responsible Statecraft (@RStatecraft) <a href=\"https:\/\/twitter.com\/RStatecraft\/status\/1468290462310039553?ref_src=twsrc%5Etfw\">December 7, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Writing for <em>Responsible Statecraft <\/em>Tuesday, Worcester State University professor Joseph Preston Baratta <a href=\"https:\/\/responsiblestatecraft.org\/2021\/12\/07\/how-we-can-avoid-a-new-cold-war-with-russia\/\">urged<\/a> US leaders to &#8220;recognize our own provocations and aggressions&#8221; and to &#8220;make an effort to understand Russia.&#8221;<\/p>\n<p>&#8220;We can see Russia as a partner rather than an adversary in Eastern Europe,&#8221; he said. &#8220;We can ask for a &#8216;generous act&#8217; on the part of European leaders, like bringing Russia back into the Group of Eight, rather than continuing to hurt her people by sanctions.&#8221;<\/p>\n<p>When <em>Democracy Now!<\/em> host Amy Goodman mentioned the House of Representatives&#8217; <a href=\"https:\/\/www.commondreams.org\/news\/2021\/12\/08\/reckless-misuse-resources-house-approves-778-billion-military-budget\">approval<\/a> Tuesday of a $778 billion US military budget &#8211; more than the next 10 countries combined &#8211; vanden Heuvel called the development &#8220;such a tragedy.&#8221;<\/p>\n<p>&quot;We have seen a revival of this national security strategy where we have made Russia and China the grave enemies,&quot; she said. &quot;They are not going to be friends but mutual interests demand a working partnership.&quot;<\/p>\n<p>Vanden Heuvel stressed that the US&quot;must wake up and understand&#8230; that we need to sort out a relationship with Russia.&quot;<\/p>\n<p>She said that means recognizing that policies and actions like Biden&#8217;s Summit for Democracy &#8211; which is taking place this week and has <a href=\"https:\/\/www.cnn.com\/2021\/12\/08\/politics\/china-russia-biden-us-democracy-summit\/index.html\">angered<\/a> Beijing and Moscow &#8211; are provocations that have &quot;a kind of Cold War feel.&quot;<\/p>\n<p>&quot;But the one-sided coverage, and it is not even commentary, in the US media about U.S.-Russia, is I think debilitating and dangerous for our security and thinking,&quot; vanden Heuvel added.<\/p>\n<p><i>Brett Wilkins is is staff writer for <a href=\"https:\/\/www.commondreams.org\/\">Common Dreams<\/a>.
