He vowed to \u201cmake use of all weapon systems available to us,\u201d in the event of \u201ca threat to the territorial integrity of our country and to defend Russia and our people.\u201d<\/p>\n<p>On nuclear weapons, the US did not have a \u201cNo First Use\u201d policy.
