The strike took place during the chaotic final days of the US ground war in Afghanistan, just three days after a bombing that <a href=\"https:\/\/www.commondreams.org\/news\/2021\/08\/26\/children-us-soldiers-among-those-killed-explosions-outside-kabul-airport\" target=\"_blank\" rel=\"noopener\">killed<\/a> at least 182 people, including 13 American troops, at Kabul&#39;s international airport.<\/p>\n<p>Zamarai Ahmadi, a 43-year-old aid worker for California-based nonprofit Nutrition and Education International, was carrying water containers that were mistaken for explosives when his Toyota Corolla was bombed by a Lockheed-Martin Hellfire missile fired from a General Atomics MQ-9 Reaper drone.<\/p>\n<p><!--more--><\/p>\n<p>As reports of civilian casualties began circulating hours after the strike, US military officials claimed there were &quot;no indications&quot; that noncombatants were harmed in the attack, while stating that they would investigate whether a secondary explosion may have killed or wounded people nearby.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">NEW: A U.S. Central Command investigation into the botched August 2021 drone strike in Kabul reveals how biases and assumptions led to the deadly blunder, and that military analysts saw possible civilian casualties within minutes of the strike:<a href=\"https:\/\/t.co\/iGcmulbyw9\">https:\/\/t.co\/iGcmulbyw9<\/a><a href=\"https:\/\/twitter.com\/hashtag\/FOIA?src=hash&amp;ref_src=twsrc%5Etfw\">#FOIA<\/a><\/p>\n<p> &mdash; Azmat Khan (@AzmatZahra) <a href=\"https:\/\/twitter.com\/AzmatZahra\/status\/1611337166336167939?ref_src=twsrc%5Etfw\">January 6, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>However, as the <em>Times<\/em> details: <\/p>\n<blockquote>\n<p>Portions of a <a href=\"https:\/\/www.nytimes.com\/interactive\/2023\/01\/06\/us\/kabul-strike-investigation-ar15-6.html\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\">US Central Command investigation<\/a> obtained by <em>The New York Times<\/em> show that military analysts reported within minutes of the strike that civilians may have been killed, and within three hours had assessed that at least three children were killed.<\/p>\n<p>The documents also provide detailed examples of how assumptions and biases led to the deadly blunder. <\/p>\n<p> Military analysts wrongly concluded, for example, that a package loaded into the car contained explosives because of its &quot;careful handling and size,&quot; and that the driver&#39;s &quot;erratic route&quot; was evidence that he was trying to evade surveillance. <\/p>\n<\/blockquote>\n<p>Furthermore: <\/p>\n<blockquote>\n<p>The investigation refers to an additional surveillance drone not under military control that was also tracking the vehicle but does not specify what it observed. The <em>Times<\/em> confirmed that the drone was operated by the CIA and observed children, possibly in the car, moments before impact, as <em><\/em><a href=\"https:\/\/www.cnn.com\/2021\/09\/18\/politics\/united-states-military-drone-strike-kabul-civilians\/index.html\" rel=\"noopener noreferrer\" target=\"_blank\" title=\"\"><em>CNN<\/em> had reported<\/a>.<\/p>\n<\/blockquote>\n<p>US military officials initially <a href=\"https:\/\/www.defense.gov\/News\/Transcripts\/Transcript\/Article\/2762169\/secretary-of-defense-austin-and-chairman-of-the-joint-chiefs-of-staff-gen-mille\/\" target=\"_blank\" rel=\"noopener\">claimed<\/a> the &quot;righteous strike&quot; had prevented an imminent new attack on the airport. However they later <a href=\"https:\/\/www.commondreams.org\/news\/2021\/09\/17\/us-urged-end-drone-strikes-after-pentagon-says-killing-10-afghan-civilians-was\" target=\"_blank\" rel=\"noopener\">admitted<\/a> that the botched bombing was a &quot;horrible mistake.&quot; <\/p>\n<p>The military&#39;s investigation was completed less than two weeks after the strike. However, it was never released to the public. The Pentagon <a href=\"https:\/\/www.commondreams.org\/news\/2021\/12\/13\/no-punishment-us-troops-who-slaughtered-10-afghan-civilians-says-pentagon-chief\" target=\"_blank\" rel=\"noopener\">said it would not punish anyone <\/a>for killing the Ahmadi family. <\/p>\n<p>Hina Shamsi, an ACLU attorney representing families victims of the strike, <a href=\"https:\/\/www.nytimes.com\/2023\/01\/06\/us\/politics\/drone-civilian-deaths-afghanistan.html\" rel=\"noopener noreferrer\" target=\"_blank\">told<\/a> the <em>Times<\/em> that the investigation &quot;makes clear that military personnel saw what they wanted to see and not reality, which was an Afghan aid worker going about his daily life.&quot;<\/p>\n<p>&quot;When confirmation bias was so deadly in this case, you have to ask how many other people targeted by the military over the years were also unjustly killed,&quot; Shamsi added. <\/p>\n<p> Daphne Eviatar, who heads Amnesty International&#39;s Security With Human Rights program, <a href=\"https:\/\/twitter.com\/deviatar\/status\/1611376407648534533\" target=\"_blank\" rel=\"noopener\">called<\/a> the new report &quot;more evidence that we need a huge change in how the US uses lethal force and assesses and reveals its consequences.&quot;<\/p>\n<p><i>Brett Wilkins is is staff writer for <a href=\"https:\/\/www.commondreams.org\/\">Common Dreams<\/a>.
