Realizing he was cornered during the raid, al-Baghdadi detonated an explosive device, killing himself and two children he was carrying with him, according to U.S. officials.<\/p>\n<p><!--more--><\/p>\n<p>For years, the Pentagon dismissed a December 2019 <em>NPR<\/em> <a class=\"rm-stats-tracked\" href=\"https:\/\/www.npr.org\/2019\/12\/03\/784089600\/syrians-say-u-s-helicopter-fire-killed-civilians-during-the-raid-on-baghdadi\" target=\"_blank\" rel=\"noopener\">report<\/a> of a U.S. military helicopter attacking Syrian civilians in Barisha during the raid, killing two cousins traveling in a van and blowing the hand off a third man, claiming the victims were enemy combatants who ignored repeated warning shots.<\/p>\n<p><em>NPR<\/em> subsequently filed a Freedom of Information Act lawsuit against the Pentagon and obtained a redacted copy of the military&#8217;s erstwhile secret assessment of the raid.<\/p>\n<div id=\"da08f\" class=\"rm-shortcode\" data-rm-shortcode-id=\"d082ac9ea68f84b8333298c949762f5d\">\n<div class=\"rm-embed-container rm-embed-twitter rm-loaded\">\n<div class=\"rm-embed-holder\">\n<div class=\"twitter-tweet twitter-tweet-rendered\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Remarkable reporting from <a href=\"https:\/\/twitter.com\/DanielEstrin?ref_src=twsrc%5Etfw\">@DanielEstrin<\/a>.<a href=\"https:\/\/twitter.com\/NPR?ref_src=twsrc%5Etfw\">@NPR<\/a> obtained new US military docs on the Baghdadi raid of Oct 2019.<\/p>\n<p>Civilian harm allegations were dismissed on the flimsiest of bases.<a href=\"https:\/\/twitter.com\/CenterZomia?ref_src=twsrc%5Etfw\">@CenterZomia<\/a> &amp; <a href=\"https:\/\/twitter.com\/CivCenter?ref_src=twsrc%5Etfw\">@CivCenter<\/a> are asking the Pentagon to take another look.<a href=\"https:\/\/t.co\/cBMVrkVlJ5\">https:\/\/t.co\/cBMVrkVlJ5<\/a><\/p>\n<p>&mdash; Joanna Naples-Mitchell (@joanna_nm) <a href=\"https:\/\/twitter.com\/joanna_nm\/status\/1682454418963288066?ref_src=twsrc%5Etfw\">July 21, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>The document revealed that:<\/p>\n<ul class=\"ee-ul\">\n<li>U.S. troops fired warning shots just seconds before helicopters opened fire on the victims&#8217; van, belying claims that the men demonstrated hostile intent by failing to stop or move;<\/li>\n<li>The Pentagon offered no solid evidence that the victims were enemy combatants;<\/li>\n<li>The military did not compile a recommended intelligence dossier to back its claim that the victims were &#8220;unlawful enemy belligerents&#8221;;<\/li>\n<li>The Pentagon questioned the veracity of a survivor&#8217;s account of the attack given to <em>NPR\u2014<\/em>but did not interview the man; and<\/li>\n<li>The military dismissed credible evidence\u2014including photos, reporting by <em>NPR<\/em> and other media, and assessments by NGOs including Airwars\u2014that civilians were harmed in the raid.<\/li>\n<\/ul>\n<div>&#8220;Over the past 20 years, the U.S. military has struggled with escalation of force and many civilians were killed when they were falsely viewed as a threat,&#8221; Larry Lewis of the Center for Naval Analyses told <em>NPR<\/em>. &#8220;This incident appears to be one of many such cases.&#8221;<\/div>\n<div id=\"a16dc\" class=\"rm-shortcode\" data-rm-shortcode-id=\"16b71e20b9bb683757ff1ff82b626486\">\n<div class=\"rm-embed-container rm-embed-twitter rm-loaded\">\n<div class=\"rm-embed-holder\">\n<div class=\"twitter-tweet twitter-tweet-rendered\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Barakat Ahmad Barakat and two friends were driving in Syria when their van was struck, killing his friends and severing Barakat\u2019s hand.<\/p>\n<p>US General Kenneth McKenzie said the vehicle displayed &quot;hostile intent.\u201d<\/p>\n<p>The reality was they were civilians going about their daily lives.<\/p>\n<p>&mdash; Airwars (@airwars) <a href=\"https:\/\/twitter.com\/airwars\/status\/1682427175318724618?ref_src=twsrc%5Etfw\">July 21, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<p>The raid&#8217;s sole survivor, a 39-year-old laborer named Barakat Ahmad Barakat, told <em>NPR<\/em> that the two men who were killed were his friends and that they were heading home after working at a local olive press. Barakat\u2014who insisted he did not know that al-Baghdadi was hiding out in the area\u2014said the U.S. airstrike took the men by surprise. They fled the van but came under renewed aerial attack.&#8221;Suddenly I felt something hit us,&#8221; he said. His friends, 27-year-old Khaled Mustafa Qurmo and 30-year-old Khaled Abdel Majid Qurmo, were killed. Barakat&#8217;s right hand was blown off; his arm was later amputated. His left hand was also badly injured.<\/p>\n<p>The U.S. military initially claimed that the army helicopters came under fire from the van. However, a formerly classified U.S. Central Command <a class=\"rm-stats-tracked\" href=\"https:\/\/apps.npr.org\/documents\/document.html?id=23881967-page-1-of-centcom-e\" target=\"_blank\" rel=\"noopener\">document<\/a> previously published by <em>NPR<\/em> shows that the Pentagon acknowledged the claim was untrue.<\/p>\n<div id=\"77211\" class=\"rm-shortcode\" data-rm-shortcode-id=\"6760bdebcb5f9c4de5fb90b195cefab4\">\n<div class=\"twitter-tweet twitter-tweet-rendered\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&quot;The military owes [Barakat] a lot more.
