{"id":44140,"date":"2023-10-03T07:53:12","date_gmt":"2023-10-03T15:53:12","guid":{"rendered":"https:\/\/www.antiwar.com\/blog\/?p=44140"},"modified":"2023-10-03T09:50:20","modified_gmt":"2023-10-03T17:50:20","slug":"antiwar-voices-condemn-un-authorization-of-us-backed-kenyan-led-invasion-of-haiti","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2023\/10\/03\/antiwar-voices-condemn-un-authorization-of-us-backed-kenyan-led-invasion-of-haiti\/","title":{"rendered":"Antiwar Voices Condemn UN Authorization of US-Backed, Kenyan-Led Invasion of Haiti"},"content":{"rendered":"<p>Peace proponents in Haiti and around the world condemned Monday&#8217;s authorization by the United Nations Security Council of a U.S.-backed, Kenyan-led multinational military invasion of Haiti to help its unelected government fight gangs that have run roughshod over parts of the Caribbean nation&#8217;s capital.<\/p>\n<p>The U.N. resolution\u2014which was <a class=\"rm-stats-tracked\" href=\"https:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/haiti\/article279984169.html\" target=\"_blank\" rel=\"noopener\">reportedly<\/a> co-authored by the United States and Ecuador with input from Kenya\u2014was approved by the 15-member Security Council, with 13 votes in favor and Russia and China abstaining. The measure authorizes a Multinational Security Support (MSS) force supported but not carried out by the U.N. to deploy for up to one year, with a review after nine months.<\/p>\n<p><!--more-->Kenya has offered to contribute 1,000 police officers to the invasion force, with the Bahamas, Jamaica, and Antigua and Barbuda also pledging to send forces. The U.S., while not sending any troops to Haiti, has offered $100 million in logistical support for the operation.<\/p>\n<p>While no date has been set for the deployment, U.S. Secretary of State Antony Blinken <a class=\"rm-stats-tracked\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/22\/us-says-haiti-security-mission-could-deploy-in-months-urges-support\" target=\"_blank\" rel=\"noopener\">said<\/a> last month that the intervention could begin &#8220;in months,&#8221; while Kenyan Foreign Affairs Minister Alfred Mutua <a class=\"rm-stats-tracked\" href=\"https:\/\/www.bbc.com\/news\/av\/world-africa-66939705\" target=\"_blank\" rel=\"noopener\">told<\/a> the <em>BBC<\/em> that the force should be in Haiti by next January, &#8220;if not before then.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">NO TO INTERVENTION IN HAITI!<\/p>\n<p>Solidarity with the Haitian people as they struggle for peace &amp; sovereignty. <a href=\"https:\/\/t.co\/KjL3n4CLJ6\">https:\/\/t.co\/KjL3n4CLJ6<\/a><\/p>\n<p>&mdash; CODEPINK (@codepink) <a href=\"https:\/\/twitter.com\/codepink\/status\/1708950682445730042?ref_src=twsrc%5Etfw\">October 2, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Jean Victor G\u00e9n\u00e9us, the foreign affairs minister under Haitian Prime Minister Ariel Henry\u2014who has served as acting president since the July 2021 <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/2021\/07\/07\/assassins-haiti-president-jovenel-moise-reportedly-posed-us-agents\" target=\"_blank\" rel=\"noopener\">assassination<\/a> of President Jovenel Mo\u00efse\u2014called the Security Council action &#8220;more than just a simple vote.&#8221;<\/p>\n<p>&#8220;This is in fact an expression of solidarity with a population in distress,&#8221; G\u00e9n\u00e9us said, <a class=\"rm-stats-tracked\" href=\"https:\/\/apnews.com\/article\/haiti-un-kenya-armed-force-resolution-3749ac5db9d6c5903e61dee7b4206e6c\" target=\"_blank\" rel=\"noopener\">according to<\/a> the <em>Associated Press<\/em>. &#8220;It&#8217;s a glimmer of hope for the people who have been suffering for too long.&#8221;<\/p>\n<p>While some Haitians support an intervention as ongoing gang warfare has <a class=\"rm-stats-tracked\" href=\"https:\/\/www.bbc.com\/news\/world-latin-america-66543504\" target=\"_blank\" rel=\"noopener\">forced<\/a> thousands of Haitians to flee their homes in the capital Port-au-Prince, others condemned what they are calling the latest chapter in a long history of imperialist invasions and meddling in the country.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The USA has proclaimed it will not send boots to Haiti, but will provide \u201clogistical support\u201d that helps a Caribbean (Jamaica, the Bahamas, Antigua and Barbuda) \u201cmultinational security force.\u201d<\/p>\n<p>Left unsaid: the USA, Canada, England are top funders in Caribbean security affairs.<\/p>\n<p>\u2014 Tamanisha J John (@TamanishaJohn) <a href=\"https:\/\/twitter.com\/TamanishaJohn\/status\/1708821574118219916?ref_src=twsrc%5Etfw\">October 2, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&#8220;EVERY foreign military invasion and occupation of Haiti has brought nothing but pain and misery to our people,&#8221; Jemima Pierre, a Haitian-American associate professor at the University of California, Los Angeles and member of the Black Alliance for Peace coordinating committee, <a class=\"rm-stats-tracked\" href=\"https:\/\/twitter.com\/grosmorne29\/status\/1707056422675259888\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a> on social media. &#8220;So if you&#8217;re still advocating that as some kind of solution, we know you hate us and think that we are only deserving of violence and degradation.&#8221;<\/p>\n<p>&#8220;The U.N. occupation of Haiti brought us a cholera epidemic that sickened a million and killed more than 30,000,&#8221; she added, referring to the MINUSTAH &#8220;peacekeeping&#8221; operation <a class=\"rm-stats-tracked\" href=\"https:\/\/peacekeeping.un.org\/en\/mission\/minustah\" target=\"_blank\" rel=\"noopener\">authorized<\/a> in 2004 by Security Council resolution 1542. &#8220;No &#8216;gang&#8217; in Haiti has killed that many people while creating an ecological disaster. The U.N. has never paid reparations for that massacre.&#8221;<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">The western media will have us forget that in 2004, the US\/France\/Canada initiated a coup detat in Haiti (flying the elected president to Africa) and then used their positions on the UNSC to get an armed foreign invasion of Haiti to consolidate the coup<\/p>\n<p>\u2014 JP (@grosmorne29) <a href=\"https:\/\/twitter.com\/grosmorne29\/status\/1707030391109099577?ref_src=twsrc%5Etfw\">September 27, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The MINUSTAH mission was also marred by a <a class=\"rm-stats-tracked\" href=\"https:\/\/www.reuters.com\/article\/us-haiti-women-peacekeepers\/haitians-say-underaged-girls-were-abused-by-u-n-peacekeepers-idUSKBN1YM27W\" target=\"_blank\" rel=\"noopener\">sexual abuse scandal <\/a>in which U.N. personnel reportedly raped girls as young as 11 years old before abandoning them to raise children\u2014dubbed &#8220;petit MINUSTAH&#8221;\u2014alone.<\/p>\n<p>&#8220;Every invasion of Haiti is sold as helping to quell &#8216;chaos.&#8217; Each time it just strengthens the neocolonial elite and the associated exploitation by Western companies,&#8221; <a class=\"rm-stats-tracked\" href=\"https:\/\/twitter.com\/EugenePuryear\/status\/1708946663245586553\" target=\"_blank\" rel=\"noopener\">wrote<\/a> U.S. journalist Eugene Puryear.<\/p>\n<p>Referring to Kenyan President William Ruto\u2014under whom the country&#8217;s armed forces and allied militias have been <a class=\"rm-stats-tracked\" href=\"https:\/\/www.hrw.org\/news\/2008\/04\/02\/kenya-army-and-rebel-militia-commit-war-crimes-mt-elgon\" target=\"_blank\" rel=\"noopener\">accused<\/a> of war crimes including the murder, rape, and torture of civilians in counterinsurgency operations\u2014Puryear added: &#8220;This one will be no different. Shame on President Ruto for trying to use Pan-Africanism to cover for imperialism.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">&quot;The Haitian people have done nothing more, and nothing less, than resist an unjust colonial order built on their oppression.&quot; <\/p>\n<p>As the UNSC debates another foreign invasion, the <a href=\"https:\/\/twitter.com\/ProgIntl?ref_src=twsrc%5Etfw\">@progintl<\/a> Cabinet says: Hands off Haiti! Add your name to the statement.<a href=\"https:\/\/t.co\/EAFyuuSDZi\">https:\/\/t.co\/EAFyuuSDZi<\/a><\/p>\n<p>&mdash; Progressive International (@ProgIntl) <a href=\"https:\/\/twitter.com\/ProgIntl\/status\/1708762584319512999?ref_src=twsrc%5Etfw\">October 2, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Imperialist invasions and meddling are as old as Haiti, home of the world&#8217;s <a class=\"rm-stats-tracked\" href=\"https:\/\/www.csmonitor.com\/2004\/0323\/p15s01-bogn.html\" target=\"_blank\" rel=\"noopener noreferrer\">only successful<\/a> nationwide slave revolt and the second country in the Western hemisphere to win its independence, after the United States. Haiti was the first truly free nation in the Americas, and the world&#8217;s<a class=\"rm-stats-tracked\" href=\"https:\/\/library.brown.edu\/haitihistory\/11.html\" target=\"_blank\" rel=\"noopener noreferrer\"> first Black republic.<\/a> Its revolution also belied the hypocritically egalitarian pretensions of the French and U.S. revolutions, the latter of which fought to preserve and expand slavery while declaring that &#8220;all men are created equal.&#8221;<\/p>\n<p>While recognizing the <a class=\"rm-stats-tracked\" href=\"https:\/\/www.theafricareport.com\/32162\/when-haiti-paid-france-for-freedom-the-greatest-heist-in-history\/\" target=\"_blank\" rel=\"noopener noreferrer\">crushing debt<\/a> imposed by France as a condition for independence, the United States withheld diplomatic recognition of Haiti until 1862. Half a century later, U.S. President Woodrow Wilson, a professed champion of national &#8220;self-determination,&#8221; ordered a<a class=\"rm-stats-tracked\" href=\"https:\/\/history.state.gov\/milestones\/1914-1920\/haiti\" target=\"_blank\" rel=\"noopener noreferrer\"> U.S. invasion<\/a> in the name of <a class=\"rm-stats-tracked\" href=\"https:\/\/2001-2009.state.gov\/r\/pa\/ho\/time\/wwi\/88275.htm\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;stability&#8221;<\/a> following the assassination of Haitian President Jean Vilbrun Guillaume Sam. The murder sparked widespread violence and U.S. Marines, <a class=\"rm-stats-tracked\" href=\"https:\/\/content.time.com\/time\/subscriber\/article\/0,33009,747661,00.html\" target=\"_blank\" rel=\"noopener noreferrer\">wrote<\/a><em>Time<\/em>, &#8220;landed at Port-au-Prince and began forcibly soothing everybody.&#8221;<\/p>\n<p>U.S. troops occupied Haiti until 1934, <a class=\"rm-stats-tracked\" href=\"https:\/\/www.google.com\/books\/edition\/The_United_States_Occupation_of_Haiti_19\/xkzoLWt_-NMC?hl=en&amp;gbpv=1&amp;dq=u.s.+occupation+of+haiti+killed+thousands&amp;pg=PA118&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener noreferrer\">killing thousands<\/a> of Haitians who resisted the invaders. Occupation forces and administrators implemented <a class=\"rm-stats-tracked\" href=\"https:\/\/occupationundead.scholar.bucknell.edu\/2018\/10\/01\/61\/\" target=\"_blank\" rel=\"noopener noreferrer\">forced labor<\/a> to build infrastructure and public works projects. The occupiers introduced Jim Crow segregation while <a class=\"rm-stats-tracked\" href=\"https:\/\/history.state.gov\/milestones\/1914-1920\/haiti\" target=\"_blank\" rel=\"noopener noreferrer\">looting<\/a> the country&#8217;s finances for the benefit of New York banks. Rape of Haitian women and children by U.S. troops <a class=\"rm-stats-tracked\" href=\"https:\/\/www.google.com\/books\/edition\/Taking_Haiti\/F10WW5_MNmEC?hl=en&amp;gbpv=1&amp;dq=%E2%80%9Crape+would+go+unrecognized,+unnamed,+and,+of+course,+unpunished%22&amp;pg=PA163&amp;printsec=frontcover\" target=\"_blank\" rel=\"noopener noreferrer\">ran rampant<\/a>, and went unpunished.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Never forget that during \ud83c\uddfa\ud83c\uddf8 occupation of both Haiti &amp; <a href=\"https:\/\/twitter.com\/hashtag\/DominicanRepublic?src=hash&amp;ref_src=twsrc%5Etfw\">#DominicanRepublic<\/a> in 1915, the racist US Marines killed Black resistance in both countries, &amp; then forced darker Haitians to work the plantations in \ud83c\udde9\ud83c\uddf4 as slaves. The seed of Haitian subordination in \ud83c\udde9\ud83c\uddf4 was planted then. <a href=\"https:\/\/t.co\/upsVlfSDhr\">https:\/\/t.co\/upsVlfSDhr<\/a><\/p>\n<p>&mdash; Jean Jacques Dessalines \ud83c\udded\ud83c\uddf9\ud83c\uddf5\ud83c\uddf8\ud83c\uddf3\ud83c\uddea\ud83c\uddf2\ud83c\uddf1\ud83c\udde7\ud83c\uddeb\ud83c\udde8\ud83c\uddfa (@JeanJacquesDes7) <a href=\"https:\/\/twitter.com\/JeanJacquesDes7\/status\/1708472611238268990?ref_src=twsrc%5Etfw\">October 1, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>After U.S. troops left, successive U.S. administrations backed Haitian dictators including the brutal kleptocrat <a class=\"rm-stats-tracked\" href=\"https:\/\/origins.osu.edu\/article\/pact-devil-united-states-and-fate-modern-haiti\/page\/0\/1\" target=\"_blank\" rel=\"noopener noreferrer\">Francois &#8220;Papa Doc&#8221; Duvalier <\/a>and his son Jean-Claude &#8220;Baby Doc&#8221; Duvalier, even as his death squads <a class=\"rm-stats-tracked\" href=\"https:\/\/www.coha.org\/tonton-macoutes\/\" target=\"_blank\" rel=\"noopener noreferrer\">murdered<\/a> as many as 60,000 Haitians.<\/p>\n<p>Haiti finally held democratic elections in 1990. Jean-Bertrand Aristide, a Catholic priest, was <a class=\"rm-stats-tracked\" href=\"https:\/\/www.nytimes.com\/1990\/12\/18\/world\/haitians-overwhelmingly-elect-populist-priest-to-the-presidency.html\" target=\"_blank\" rel=\"noopener noreferrer\">elected<\/a> with two-thirds of the vote. However, less than a year later he was overthrown in a military coup whose plotters <a class=\"rm-stats-tracked\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1993-11-02-mn-52438-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">included<\/a> CIA operatives.<\/p>\n<p>In 1994 Joe Biden, then the junior U.S. senator from Delaware, said that &#8220;if Haiti just quietly sunk into the Caribbean or rose up 300 feet, it wouldn&#8217;t matter a whole lot to our interests.&#8221; President Bill Clinton did not agree, and that same year his administration secured United Nations Security Council <a class=\"rm-stats-tracked\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-1994-08-01-mn-22402-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">authorization<\/a> to stage a U.S.-led invasion to &#8220;restore democracy&#8221; to Haiti. Clinton <a class=\"rm-stats-tracked\" href=\"https:\/\/www.thedailybeast.com\/bill-clintons-shameful-haiti-legacy\" target=\"_blank\" rel=\"noopener noreferrer\">sent 25,000 troops<\/a> on a &#8220;nation-building&#8221; mission, and Aristide was returned to the presidency.<\/p>\n<p>However, a decade later the George W.
