But in reality, Ottawa isn\u2019t severing assistance to Israel\u2019s military.<\/p>\n<p>In a first, Parliament spent a full day debating a motion on the Israel\/Palestine conflict. The March 18 opposition day <a id=\"OWA4022db8a-4c8c-51eb-b7ea-2b3b003764e4\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.ourcommons.ca\/documentviewer\/en\/44-1\/house\/sitting-289\/order-notice\/page-5\" target=\"_blank\" rel=\"noopener noreferrer\">motion<\/a>\u00a0presented by the social democratic NDP called for Canada to recognize Palestine, fund UNRWA and \u201csupport the work of the International Court of Justice and the International Criminal Court\u201d on Israel. The motion also called to \u201csuspend all trade in military goods and technology with Israel.\u201d<\/p>\n<p><!--more-->Instigated amidst months of protests and backed by a huge email campaign, the majority of the governing Liberal party MPs looked <a id=\"OWAab555b66-9757-006f-58f9-3b61c9a6e2a9\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.theglobeandmail.com\/politics\/article-liberals-ndp-gaza-motion\/?intcmp=gift_share\" target=\"_blank\" rel=\"noopener noreferrer\">set to vote<\/a>\u00a0for the original resolution. Justin Trudeau\u2019s pro-Israel government panicked and sought to have the NDP, which is propping up the minority Liberal government, water down the motion in exchange for passing the bill. After unprecedented late-night negotiation between the two parties, two thirds of parliament, including the PM and cabinet, supported a watered-down version of the motion, which effectively dropped the recognition of Palestine, but kept the call to fund UNRWA and support the ICJ and ICC.<\/p>\n<p>The final resolution also called for Canada to \u201ccease the further authorization and transfer of arms exports to Israel.\u201d The government sought <a id=\"OWA3ee67250-1075-dbc5-1b2e-4bf5afb7588c\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.readthemaple.com\/already-approved-military-exports-to-israel-will-continue\/\" target=\"_blank\" rel=\"noopener noreferrer\">wiggle room<\/a>\u00a0to continue approving outstanding arms permits. According to The Maple, <a id=\"OWAa7ef4fd0-d879-b859-3936-623b8ccb1003\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.readthemaple.com\/already-approved-military-exports-to-israel-will-continue\/\" target=\"_blank\" rel=\"noopener noreferrer\">300 weapons<\/a>\u00a0permits were pending a decision. The Maple found that Ottawa\u2019s response to the mass killing in Gaza was to <a id=\"OWAd233a3df-77e4-d298-380a-983cef3cb151\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.readthemaple.com\/trudeau-government-authorized-28-million-of-new-military-exports-to-israel-since-october\/#:~:text=The%20Trudeau%20government%20authorized%20at,Affairs%20Canada%20(GAC)%20shows.\" target=\"_blank\" rel=\"noopener noreferrer\">expedite<\/a>\u00a0permits for arms. In the first two months of Israel\u2019s onslaught on Gaza, Ottawa <a id=\"OWA788e2d4d-737e-4814-cae4-5bf060144bcb\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.readthemaple.com\/trudeau-government-authorized-28-million-of-new-military-exports-to-israel-since-october\/#:~:text=The%20Trudeau%20government%20authorized%20at,Affairs%20Canada%20(GAC)%20shows.\" target=\"_blank\" rel=\"noopener noreferrer\">okayed $28.5 million<\/a>\u00a0in weapons transfers, processing permits in as little as four days.<\/p>\n<p>In recent years Canadian companies have sold around <a id=\"OWA0ca98380-5e88-7b6d-bba2-c6e83cd1294f\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/2\/15\/which-countries-have-stopped-supplying-arms-to-israel\" target=\"_blank\" rel=\"noopener noreferrer\">$20 million<\/a>\u00a0in arms directly to Israel. A larger sum worth of components has been shipped to Israel as components in US weapon systems, which aren\u2019t reported as per a 70-year-old <a id=\"OWA5070dfbc-1f34-a24a-ca63-af7097bd5cbe\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.ccc.ca\/en\/canadian-exporters\/dpsa\/\" target=\"_blank\" rel=\"noopener noreferrer\">agreement<\/a>\u00a0that effectively treats Canadian firms as part of the US military industrial base.<\/p>\n<p>The Maple\u2019s investigative reporting was spurred by activists who have been campaigning against arms transfers. In recent months they\u2019ve repeatedly <a id=\"OWA8672518c-931a-0345-79da-38841a8de404\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.readthemaple.com\/israel-arms-embargo-now-protesters-launch-coordinated-blockades-of-canadian-manufacturers\/\" target=\"_blank\" rel=\"noopener noreferrer\">blockaded the facilities<\/a>\u00a0of firms selling arms to Israel.<\/p>\n<p>There have also been multiple legal challenges. In February Nicaragua <a id=\"OWA7f997270-8be9-8921-5aa8-e8d6d188310e\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.middleeastmonitor.com\/20240207-nicaragua-to-take-uk-germany-canada-netherlands-to-icj-over-gaza-war\/\" target=\"_blank\" rel=\"noopener noreferrer\">announced<\/a>\u00a0it would take Canada, Germany, the Netherlands and UK to the International Court of Justice for continuing to arm Israel after the ICJ found Israel was a \u201cplausibly\u201d committing genocide in Gaza. Foreign affairs minister Melanie Joly responded angrily to Nicaragua saying, \u201c<a id=\"OWAaba9c290-1e85-01cd-beaa-183672364626\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-sanctions-hamas-leaders-1.7106425\" target=\"_blank\" rel=\"noopener noreferrer\">It is just<\/a>\u00a0their own propaganda.\u201d<\/p>\n<p>In early March the Canadian Lawyers for International Human Rights <a id=\"OWA46bc272f-1058-4b6d-d77e-fbec922c8e28\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-lawsuit-israel-military-exports-1.7134664#:~:text=Politics-,Group%20of%20Palestinian%20Canadians%20sues%20federal%20government%20to%20block%20military,Canadian%20military%20exports%20to%20Israel.\" target=\"_blank\" rel=\"noopener noreferrer\">sued<\/a>\u00a0to stop arms exports to Israel. On behalf of Canadian and Palestinian applicants, they asked the Federal Court to order the government to stop issuing export permits for military goods and technology to Israel and to declare that issuing permits is unlawful under Canada\u2019s Export and Import Permits Act.\u00a0According to the law, Canada shouldn\u2019t export arms to a country if there is \u201c<a id=\"OWAa36cb8b4-a1e9-dc11-8d31-9ba0a3df8aea\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-lawsuit-israel-military-exports-1.7134664#:~:text=Politics-,Group%20of%20Palestinian%20Canadians%20sues%20federal%20government%20to%20block%20military,Canadian%20military%20exports%20to%20Israel.\" target=\"_blank\" rel=\"noopener noreferrer\">a substantial<\/a>\u00a0risk\u201d they would undermine peace and security or be used to violate international law. As a signatory to the UN Arms Trade Treaty Canada is also obliged to not transfer arms to a country responsible for grave human rights violations.<\/p>\n<p>As the Coalition for Canadian Accountability in Gaza makes clear in a just launched <a id=\"OWAecde1fb4-14ce-0822-1780-6de3704a887d\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.icjpalestine.com\/2024\/03\/13\/canadian-government-served-notice-that-it-has-21-days-to-end-complicity-in-genocide-in-gaza\/\" target=\"_blank\" rel=\"noopener noreferrer\">legal challenge<\/a>\u00a0over the government \u201cfailing to fulfil its preventative duties under the Genocide Convention\u201d, arm sales aren\u2019t the only form of direct Canadian assistance to the Israeli military. Registered charities, which can grant donors tax credits, raise tens of millions of dollars for projects that assist Israel\u2019s military.<\/p>\n<p>Established \u201c<a id=\"OWA249952ab-7270-920c-a663-db19f2e8849b\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.canadahelps.org\/en\/charities\/heseg-foundation\/\" target=\"_blank\" rel=\"noopener noreferrer\">to recognize<\/a> and honor the contribution of Lone Soldiers to Israel\u201d, the Heseg Foundation is the highest profile example. Set up by two of Canada\u2019s leading capitalists, the Heseg Foundation provides scholarships and other forms of support to Torontonians, New Yorkers and other non-Israelis (Lone Soldiers) who join the IDF. For the IDF high command \u2013 the Heseg Board has included a handful of top military officials \u2013 foreigners volunteering to fight for Israel are a powerful symbol to pressure\/reassure Israelis weary of their country\u2019s violent behaviour. At the first Heseg Foundation Grants Awards Ceremony in 2005 Israeli Defence Minister Shaul Mofaz said that \u201c<a id=\"OWA2edf5dfc-1fd2-63eb-a7c4-1a7ba00b1d7d\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.caiaweb.org\/old-site\/files\/indigo_leaflet_revised_june_07.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">encouraging<\/a>\u00a0and supporting young individuals from abroad\u201d to become lone soldiers \u201cdirectly supports the morale of the IDF\u201d. Since 2005 Heseg has raised over <a id=\"OWA3cfb97da-b937-e627-a488-ff18a1d1905d\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.justpeaceadvocates.ca\/formal-complaint-submitted-to-cra-heseg-foundation-its-patron-foundation\/\" target=\"_blank\" rel=\"noopener noreferrer\">$150 million<\/a>.<\/p>\n<p>And it is not alone. Other \u201ccharities\u201d also assist the IDF. In 2022 Beit Halochem Canada (Aid to Disabled Veterans of Israel) raised $5 million.\u00a0The Canadian Zionist Cultural Association has <a id=\"OWA8ea6ca7c-9cd6-c02c-0706-ceb75009f891\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/canadiandimension.com\/articles\/view\/canadian-charitable-donations-going-to-israels-military\" target=\"_blank\" rel=\"noopener noreferrer\">raised many<\/a>\u00a0millions of dollars in recent years for groups with direct links to the IDF. Additionally, Israeli universities that work closely with the military <a id=\"OWAee9b00f0-33e8-ed13-7f09-977a6170b0df\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/yvesengler.com\/2023\/12\/29\/why-are-canadian-taxpayers-subsidizing-israels-military\/\" target=\"_blank\" rel=\"noopener noreferrer\">raise<\/a>\u00a0tens of millions of dollars annually through Canadian registered charities.<\/p>\n<p>But, according to Canadian Revenue Agency rules, registered charities are not allowed to support another country\u2019s military. CRA guidelines state that \u201c<a id=\"OWAf7a17b3d-00e3-dec8-217f-0c725ae4b070\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;ved=2ahUKEwiatM24n8mDAxUHQ6QEHfxkD2MQFnoECAsQAw&amp;url=https%3A%2F%2Fwww.cbc.ca%2Fnews%2Fpolitics%2Fjnf-charity-donations-1.4949072%23%3A~%3Atext%3DGuidelines%2520clear%2520on%2520the%2520law%2Cof%2520another%2520country%2520is%2520not.%2522&amp;usg=AOvVaw3skfGp6tMcPrNSl2qLS7Hc&amp;opi=89978449\" target=\"_blank\" rel=\"noopener noreferrer\">increasing<\/a>\u00a0the effectiveness and efficiency of Canada\u2019s armed forces is charitable, but supporting the armed forces of another country is not.\u201d<\/p>\n<p>In another sign of official indifference to the law when Israel is concerned, dozens of Canadians are likely committing war crimes in Gaza. <a id=\"OWA0382f955-630b-8061-bbe9-e3fc0dcfdffb\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.cjpme.org\/letter_2024_01_18_virani_idf\" target=\"_blank\" rel=\"noopener noreferrer\">Citing<\/a>\u00a0a half dozen media reports about Canadians fighting in the Israeli military, Canadians for Justice and Peace in the Middle East called for an investigation into their possible violation of Canadian and international laws. A February letter to Justice Minister Arif Virani noted, \u201c<a id=\"OWA25d5c23f-ebea-92ba-34b5-a8b1ee233851\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.cjpme.org\/letter_2024_01_18_virani_idf\" target=\"_blank\" rel=\"noopener noreferrer\">Canada must<\/a>\u00a0take action to discourage Canadian involvement in the Israeli military, which carries the risk of complicity in criminal activities, and ensure that any person who is involved in the commission of war crimes is held accountable.\u201d<\/p>\n<p>The government has refused to act on the matter as it did when a formal legal complaint and public letter signed by numerous prominent individuals were released in October 2020 calling on the federal government to investigate individuals for violating the Foreign Enlistment Act by inducing Canadians to join the Israeli military. According to the Act, \u201c<a id=\"OWA81c3b6ad-1b25-8d34-2241-88608505728f\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/lois-laws.justice.gc.ca\/eng\/acts\/F-28\/page-1.html\" target=\"_blank\" rel=\"noopener noreferrer\">Any person<\/a>\u00a0who, within Canada, recruits or otherwise induces any person or body of persons to enlist or to accept any commission or engagement in the armed forces of any foreign state or other armed forces operating in that state is guilty of an offence.\u201d<\/p>\n<p>The Trudeau government effectively ignored the public letter and legal complaint even though it was published on the <a id=\"OWA95c6b29a-7a5f-32fb-8dce-e6c0fcb8c316\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.ledevoir.com\/monde\/moyen-orient\/588065\/armee-israel-se-voit-reprocher-de-recruter-en-sol-canadien\" target=\"_blank\" rel=\"noopener noreferrer\">front page<\/a>\u00a0of Quebec daily <i>Le Devoir<\/i>. Then Justice Minister David Lametti <a id=\"OWA775c7960-b406-90aa-4c2d-9b19558e5061\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.ledevoir.com\/politique\/canada\/588106\/allegations-contre-israel-le-gouvernement-liberal-s-en-remet-aux-policiers?\" target=\"_blank\" rel=\"noopener noreferrer\">responded<\/a>\u00a0by simply saying it was up to the police to investigate. The police failed to take the matter seriously and the Crown interceded\u00a0to halt a case after a Justice of the Peace <a id=\"OWAcdeaf480-11f8-303e-33c5-66f79d17b16c\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.newswire.ca\/news-releases\/alleged-recruitment-in-canada-for-israeli-armed-forces-leads-to-criminal-charges-813920497.html\" target=\"_blank\" rel=\"noopener noreferrer\">agreed<\/a>\u00a0the evidence warranted a hearing\u00a0under the Foreign Enlistment Act.<\/p>\n<p>Rather than actually holding Israel to account Ottawa has actually helped the IDF. The Canadian Air Force <a id=\"OWA14124537-8177-34a9-22a4-034ed5a0f8bb\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.middleeastmonitor.com\/20231103-canada-deploys-team-of-elite-forces-to-israel-amid-war-on-gaza\/\" target=\"_blank\" rel=\"noopener noreferrer\">flew 30<\/a>\u00a0Israeli reservists back into the country after Hamas\u2019 October 7 attack. With flights evacuating Canadians from Tel Aviv to Athens, military aircraft transported Israeli reservists in the other direction.<\/p>\n<p>The Canadian military works closely with its Israeli counterpart. Through the Five Eyes, Canadian military intelligence has close ties to its Israeli counterparts. The Department of National Defence run Communications Security Establishment (CSE) has long gathered intelligence on Palestinians for Israel. According to files released by Edward Snowden, CSE spied on Israel\u2019s enemies and shared the intelligence with that country\u2019s SIGINT National Unit. \u201cPalestinians\u201d was a \u201c<a id=\"OWA74010de4-b352-9126-7981-ae09259e0652\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/theintercept.com\/2014\/08\/04\/cash-weapons-surveillance\/\" target=\"_blank\" rel=\"noopener noreferrer\">specific<\/a>\u00a0intelligence topic\u201d of a CSE, US NSA and British GCH project shared with their Israeli counterpart. Alongside relations with the Five Eyes intelligence apparatus, Israel has a Strategic Partnership with NATO. Canada and Israel both have military attach\u00e9s in each other\u2019s countries and top military officials regularly visit each other. The Israeli Air Force trains in Canada and Canada has a \u201cborder management and security\u201d agreement with Israel, even though the two countries do not share a border. Additionally, the Canada-Israel Industrial Research and Development Fund has pumped tens of millions of dollars into joint research ventures between the countries\u2019 military companies.<\/p>\n<p>Through <a id=\"OWA0f7aa2e2-a9e9-0e57-f30d-81154436a4b0\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/services\/operations\/military-operations\/current-operations\/operation-proteus.html\" target=\"_blank\" rel=\"noopener noreferrer\">Operation Proteus<\/a>\u00a0Canadian troops in the West Bank have been regularly coordinating with their Israeli counterparts for over a decade. Since 2007 about 20 Canadian troops have been training Palestinian Authority security forces to act as the subcontractor of Israel\u2019s occupation as part of a mission led by the Office of the United States Security Coordinator. Weeks into Israel\u2019s devastating violence it <a id=\"OWA7d3b6bc0-a59d-23e3-b024-d62a3a2dea9b\" class=\"x_OWAAutoLink\" title=\"This external link will open in a new window\" href=\"https:\/\/globalnews.ca\/news\/10056886\/canadian-special-forces-deployed-israel\/\" target=\"_blank\" rel=\"noopener noreferrer\">came to light<\/a>\u00a0that Canada\u2019s most elite soldiers were dispatched to Israel.<\/p>\n<p>And Canadian-Israeli military ties are not new. Nor is it new for Canadians to kill Palestinians. Hundreds of Canadian World War II veterans fought to ethnically cleanse Palestine in 1948 and at the time Israel\u2019s small air force was dominated by Canadians. Canada has also long armed Israel. \u201cBy the summer of 1950,\u201d notes <i>In the Strategic Interests of Canada: Canadian Arms Sales to Israel and Other Middle East States, 1949-1956<\/i>, \u201cIsraeli arms requests were being placed in Canada with an almost regular frequency, and from this point until the 1956 Suez war, there was never a time when a substantial Israeli arms request was not under consideration by the Canadian government.\u201d<\/p>\n<p>Canada&#8217;s assistance to Israel is increasingly being questioned. In recent months hundreds of thousands have taken to the streets, emailed officials, heckled politicians and occupied offices to challenge Canada\u2019s role in enabling genocide. The protests have rattled through the political system and won a small victory to reduce arms sales.<\/p>\n<p class=\"elementToProof\">Despite this, Canada continues to be a close ally of Israel.
