Bob Archuleta (D-Pico Rivera), just before a scheduled hearing today in the state Assembly Transportation Committee. This was the last scheduled meeting of that committee before the deadline for consideration of bills in this year\u2019s legislative session, so the bill is effectively dead for the year.<\/p>\n<p>Like similar <a href=\"https:\/\/hasbrouck.org\/draft\/advice\/state.html\">laws in other states<\/a>, California <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202320240SB1081\">SB-1081<\/a> faced <a href=\"https:\/\/hasbrouck.org\/draft\/SB1081-Oppose-Floor-Alert-052124.pdf\">opposition from a coalition<\/a> of peace, civil liberties, and immigrant rights organizations, on both <a href=\"https:\/\/hasbrouck.org\/draft\/NLG-MLTF-California-SB1081-STRANS.pdf\">policy<\/a> and <a href=\"https:\/\/hasbrouck.org\/draft\/California-SB1081-ATRANS.pdf\">fiscal<\/a> grounds. Pulling the bill before the hearing today was a face-saving way for Sen. Archuleta to avoid a vote by the committee not to advance his bill to the Assembly floor.<\/p>\n<p><!--more--><\/p>\n<p>Meanwhile, however, an <a href=\"https:\/\/www.antiwar.com\/blog\/2024\/06\/29\/rep-houlahan-fails-to-justify-move-toward-a-draft\/\">ill-considered proposal<\/a> to try to <a href=\"https:\/\/responsiblestatecraft.org\/selective-service-draft-2668635702\/\">automate<\/a> draft registration introduced at the instigation of the <a href=\"https:\/\/hasbrouck.org\/draft\/selective-service.html\">Selective Service System<\/a> by <a href=\"https:\/\/hasbrouck.org\/blog\/archives\/002736.html\">Rep. Chrissy Houlahan<\/a> (D-PA) remains <a href=\"https:\/\/hasbrouck.org\/blog\/archives\/002735.html\">under consideration<\/a> as part of the House version of this year\u2019s National Defense [sic] Authorization Act (NDAA), along with a <a href=\"https:\/\/hasbrouck.org\/blog\/archives\/002734.html\">proposal<\/a> to expand draft registration to include <a href=\"https:\/\/hasbrouck.org\/draft\/women\/happening.html\">young women<\/a> as well as young men in the Senate version of the NDAA.<\/p>\n<p>There\u2019s a chance that both of these <a href=\"https:\/\/hasbrouck.org\/blog\/archives\/002734.html\">proposals for changes to Selective Service registration<\/a> could be removed during back-room negotiations in the House-Senate conference committee on the NDAA later this year, after the elections. <a href=\"https:\/\/hasbrouck.org\/blog\/archives\/002735.html\">But we\u2019ve seen this movie before.<\/a> These bad ideas will be back again next year, regardless of which party wins which federal elections.<\/p>\n<p>Preparation for a military draft, and reliance on the perceived availability of a <a href=\"https:\/\/hasbrouck.org\/draft\/reasons\/deterrence.html\">fallback<\/a> draft as the basis for planning of endless, unlimited, unpopular wars, won\u2019t stop until Congress <a href=\"https:\/\/hasbrouck.org\/draft\/repeal.html\">repeals the Military Selective Service Act<\/a> and ends draft registration entirely, either through a standalone bill like the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/2509\">Selective Service Repeal Act<\/a> or through a provision in this or a future year\u2019s NDAA.<\/p>\n<p><em>Edward Hasbrouck maintains the <\/em><a href=\"https:\/\/resisters.info\/\"><em>Resisters.info<\/em><\/a><em> website and publishes the <\/em><a href=\"https:\/\/hasbrouck.org\/draft\/newsletter\/\"><em>\u201cResistance News\u201d newsletter<\/em><\/a><em>.
