{"id":520,"date":"2004-03-06T02:03:41","date_gmt":"2004-03-06T09:03:41","guid":{"rendered":""},"modified":"2004-03-06T02:03:41","modified_gmt":"2004-03-06T09:03:41","slug":"us-army-cancels-us327-million-contract-with-chalabi-pal","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2004\/03\/06\/us-army-cancels-us327-million-contract-with-chalabi-pal\/","title":{"rendered":"US Army cancels $US327 million contract with Chalabi pal"},"content":{"rendered":"<p><a href=\"http:\/\/www.abc.net.au\/news\/newsitems\/s1060360.htm\" target=\"_blank\">Reuters\/ABC<\/a><\/p>\n<blockquote><p>The US Army has cancelled a $US327 million contract to equip the Iraqi army, citing technical problems with the bidding process.<\/p>\n<p>An Army official told reporters that new proposals for the work would be sought after a review found a huge spread in competing bids, an indication that competing suppliers had not understood the contract requirements in a uniform way. <\/p>\n<p>He denied political considerations played a role<a href=\"http:\/\/unfairwitness.blogspot.com\/2004_02_29_unfairwitness_archive.html#107837628342783735\"> in awarding the original contract. <\/a><\/p>\n<p>Losing companies have claimed their bids were not properly assessed, that Virginia-based Nour USA had made an unrealistically low bid and that it did not have the experience to fulfill the contract. <\/p>\n<p>Nour USA has said it stands by its proposal and insists it won the deal on merit. <\/p>\n<p>Chairman Houda Farouki is a close friend of Iraqi Governing Council member Ahmed Chalabi.<\/p><\/blockquote>\n<p>OK, so let&#8217;s see.  The US military is desperately trying to <a href=\"http:\/\/www.globalsecurity.org\/military\/world\/iraq\/nia.htm\" target=\"_blank\">cobble together an army for Iraq<\/a>, so they award the contract for the equipment to some fly-by-night Chalabi crony, and now are forced to concede that the crony can&#8217;t really produce.
