{"id":53450,"date":"2025-06-06T12:17:11","date_gmt":"2025-06-06T20:17:11","guid":{"rendered":"https:\/\/www.antiwar.com\/blog\/?p=53450"},"modified":"2025-06-06T12:17:11","modified_gmt":"2025-06-06T20:17:11","slug":"why-is-the-uk-sheltering-israels-genocide-inciting-ambassador","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2025\/06\/06\/why-is-the-uk-sheltering-israels-genocide-inciting-ambassador\/","title":{"rendered":"Why Is the UK Sheltering Israel&#8217;s Genocide-Inciting Ambassador?"},"content":{"rendered":"<p>Keir Starmer has been desperately searching for ways to make it look as if his government is getting tough with Israel.<\/p>\n<p>As public anger grows at images from Gaza of emaciated children, echoing historic images of Jewish children being starved in Nazi concentration camps like Auschwitz, the British prime minister needs to be seen doing something.<\/p>\n<p>There are many ways he could take meaningful action to end the UK\u2019s complicity in Israel\u2019s saturation bombing of Gaza and its starvation of the enclave\u2019s population.<\/p>\n<p>He could stop shipping arms to Israel, and stop transferring weapons from the United States and Germany. He could stop supplying Israel with intelligence from British spy planes that have been <a href=\"https:\/\/www.declassifieduk.org\/britain-sent-over-500-spy-flights-to-gaza\/\" rel=\"\">constantly<\/a> operating over Gaza from RAF\u2019s Akrotiri base on <a href=\"https:\/\/www.declassifieduk.org\/tag\/cyprus\/\" rel=\"\">Cyprus<\/a>.<\/p>\n<p>He could recognize Palestine. He could prosecute British-Israeli soldiers taking part in the genocide. He could stop <a href=\"https:\/\/www.declassifieduk.org\/israeli-general-on-secret-trip-to-london-questioned-over-war-crimes\/\" rel=\"\">hosting<\/a> suspected Israeli war criminals in London, as <em>Declassified<\/em> has documented. He could tear up special <a href=\"https:\/\/www.declassifieduk.org\/use-trade-talks-with-israel-as-leverage-government-urged\/\" rel=\"\">trade<\/a> agreements with Israel. The list goes on.<\/p>\n<p>Has he done any of this? No.<\/p>\n<p class=\"header-anchor-post\"><strong>Sham sanctions<\/strong><\/p>\n<p>Nominal \u201cpunishment\u201d came last September when Starmer very publicly announced a cut in UK arms sales to Israel. He hoped no one would read the small print: it amounted to a paltry eight per cent reduction.<\/p>\n<p>But even this turned out to be a sham. In fact, as data released last month showed, British arms sales to Israel hit <a href=\"https:\/\/www.middleeasteye.net\/news\/major-jump-approved-uk-arms-exports-israel-weeks-after-gaza-ban\" rel=\"\">record<\/a> levels in the three months following the announcement.<\/p>\n<p>The only other significant sanction against Israel was not even tangible. Starmer declared last month he was suspending \u2013 that is, postponing \u2013 a new round of trade talks with Israel until it stopped blocking aid to Gaza.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-53460\" src=\"https:\/\/d27srd8s9736cr.cloudfront.net\/2025\/06\/FireShot-Pro-Webpage-Screenshot-3362-Meeting_with_Israeli_Prime_Minister_Benjamin_Netanyahu_33169781132.jpg-JPEG-Image_-upload.wikimedia.org_.png\" alt=\"\" width=\"953\" height=\"436\" srcset=\"https:\/\/d27srd8s9736cr.cloudfront.net\/2025\/06\/FireShot-Pro-Webpage-Screenshot-3362-Meeting_with_Israeli_Prime_Minister_Benjamin_Netanyahu_33169781132.jpg-JPEG-Image_-upload.wikimedia.org_-300x137.png 300w, https:\/\/d27srd8s9736cr.cloudfront.net\/2025\/06\/FireShot-Pro-Webpage-Screenshot-3362-Meeting_with_Israeli_Prime_Minister_Benjamin_Netanyahu_33169781132.jpg-JPEG-Image_-upload.wikimedia.org_-768x351.png 768w, https:\/\/d27srd8s9736cr.cloudfront.net\/2025\/06\/FireShot-Pro-Webpage-Screenshot-3362-Meeting_with_Israeli_Prime_Minister_Benjamin_Netanyahu_33169781132.jpg-JPEG-Image_-upload.wikimedia.org_-480x220.png 480w, https:\/\/d27srd8s9736cr.cloudfront.net\/2025\/06\/FireShot-Pro-Webpage-Screenshot-3362-Meeting_with_Israeli_Prime_Minister_Benjamin_Netanyahu_33169781132.jpg-JPEG-Image_-upload.wikimedia.org_.png 953w\" sizes=\"(max-width: 953px) 100vw, 953px\" \/><\/p>\n<p>Israel\u2019s ambassador to the UK, Tzipi Hotovely, was <a href=\"https:\/\/www.middleeasteye.net\/news\/uk-summons-israeli-ambassador-suspends-free-trade-agreement-israel\" rel=\"\">summoned<\/a> to the Foreign Office to have the decision communicated to her.<\/p>\n<p>In fact, that slap on the wrist appears to have been chiefly spin too.<\/p>\n<p>Shortly afterwards, the UK embassy in Israel <a href=\"https:\/\/x.com\/ukinisrael\/status\/1927014394921189849\" rel=\"\">tweeted<\/a> an image of Ian Austin, the government\u2019s trade envoy to Israel, on a visit to the Israeli city of Haifa.<\/p>\n<p>When questioned by the <em>Financial Times<\/em> about why Austin was in Israel, Starmer\u2019s government said Britain was still keen to <a href=\"https:\/\/archive.ph\/jGBHA\" rel=\"\">maintain<\/a> its existing business relationships.<\/p>\n<p>The truth is that even the government\u2019s highly circumscribed \u201csanctions\u201d against Israel are nothing more than hollow threats. It has been, and continues to be, business as usual with Israel throughout the Gaza genocide.<\/p>\n<p class=\"header-anchor-post\"><strong>Propagandist for genocide<\/strong><\/p>\n<p>What Starmer and his foreign secretary, David Lammy, should have done \u2013 had they even the slightest interest in distancing themselves from Israel\u2019s genocidal extremism \u2013 is not just summon Hotovely for another apologetic chat but actually demand her expulsion.<\/p>\n<p>Such an action is necessary not chiefly because she is the main representative in London of a genocidal Israeli government. There is an argument to be made that the UK government needs direct diplomatic channels of communication with Israel, even during a genocide.<\/p>\n<p>But unlike her predecessors, Hotovely is not a diplomat. She is a hard-right politician \u2013 a loyal ally of Israeli prime minister Benjamin Netanyahu \u2013 who has served for the past 20 months as the leading apologist and cheerleader for genocide on British soil.<\/p>\n<p>Her constant incitement has been in flagrant violation of the 1948 Genocide Convention to which the UK is a signatory. Britain has a legal obligation to remove her from a post in which she has fomented support in Britain for the most serious crimes against humanity.<\/p>\n<p>The UK is effectively sheltering a war crimes suspect.<\/p>\n<p>Her influence is likely to have contributed to the commission of crimes by <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/4\/7\/uk-lawyers-accuse-10-britons-who-fought-for-israel-in-gaza-of-war-crimes\" rel=\"\">British<\/a> citizens traveling abroad to join the Israeli military.<\/p>\n<p>After her expulsion, Israel would be entitled to replace her with a real diplomat, one who operates within the confines of British and international law.<\/p>\n<p>But Britain should not be hosting a foreign official acting as a propagandist for genocide.<\/p>\n<p>An online <a href=\"https:\/\/www.change.org\/p\/expel-the-israeli-ambassador-from-the-united-kingdom\" rel=\"\">petition<\/a>, set up in December 2023, calling for the Israeli ambassador to be expelled has attracted more than 170,000 verified signatures \u2013 an unprecedented public display of disgust at her continuing presence in the UK.<\/p>\n<p class=\"header-anchor-post\"><strong>Inciting violence<\/strong><\/p>\n<p>It is preposterous for Starmer to blame Netanyahu for \u201chorrific\u201d and \u201cintolerable\u201d scenes in Gaza when one of the Israeli prime minister\u2019s most fanatical aides is comfortably ensconced in London justifying these horrors.<\/p>\n<p>It was Hotovely who less than three months into Israel\u2019s slaughter in Gaza rationalised its crimes by <a href=\"https:\/\/www.youtube.com\/shorts\/5v5qSZBR0Zg\" rel=\"\">claiming<\/a> a supposed Hamas underground \u201cterror city\u201d was connected by tunnels to \u201cevery school, every mosque, every second house\u201d.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/5v5qSZBR0Zg?si=3mfHwGGvgvW7Cv7Q\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>The journalist interviewing her interjected that this was \u201can argument for destroying the whole of Gaza, every single building\u201d. Which, of course, is exactly what Israel has gone on to do.<\/p>\n<p>Hotovely responded: \u201cDo you have another solution?\u201d<\/p>\n<p>Her \u201csolution\u201d has left Gaza without any of the basic infrastructure \u2013 homes, hospitals, schools, bakeries, government offices, water treatment plants \u2013 needed for its population to survive.<\/p>\n<p>She was inciting again last month when she appeared on the popular online chat show Piers Morgan Uncensored. Under unusually tough questioning from Morgan, she <a href=\"https:\/\/www.youtube.com\/watch?v=V8QFN8XmtMU\" rel=\"\">asserted<\/a> in defiance of international law that Israel was \u201callowed to attack hospitals\u201d.<\/p>\n<p>When Morgan pressed her repeatedly to explain how she could claim Israel has a low civilian to combatant kill ratio when she had no idea how many children Israel had killed in Gaza, Hotovely twice responded: \u201cThat\u2019s irrelevant.\u201d<\/p>\n<p>As Morgan pointed out, Hotovely\u2019s dismissal of the death toll among Gaza\u2019s children suggested she regarded those deaths as inconsequential. A less benign reading of her refusal to answer was that she sees those children as legitimate targets.<\/p>\n<p>The official number of children killed \u2013 almost certainly a large undercount \u2013 is 16,500. Last week a senior <a href=\"https:\/\/www.unicef.org\/press-releases\/unimaginable-horrors-more-50000-children-reportedly-killed-or-injured-gaza-strip\" rel=\"\">UNICEF<\/a> official assessed there may be in excess of 50,000 children dead or injured.<\/p>\n<p class=\"header-anchor-post\"><strong>\u2018All the land is ours\u2019<\/strong><\/p>\n<p>Hotovely\u2019s incitement did not come out of nowhere. When Netanyahu appointed her as his deputy foreign minister in 2015, she insisted that the Palestinians would <a href=\"https:\/\/www.theguardian.com\/world\/2015\/may\/22\/israels-new-deputy-foreign-minister-this-land-is-ours-all-of-it-is-ours\" rel=\"\">never<\/a> be allowed a state on any part of their historic homeland.<\/p>\n<p>She said: \u201cThis land is ours. All of it is ours.\u201d<\/p>\n<p>In 2019, she <a href=\"https:\/\/www.thejc.com\/news\/incoming-envoy-hotovely-attacked-board-over-two-state-commitment-khf2uqm4\" rel=\"\">accused<\/a> the fervently Israel-supporting British Board of Deputies of \u201cworking against Israeli interests\u201d after it tentatively expressed support for a \u201cviable Palestinian state\u201d.<\/p>\n<p>She again reiterated that position in December 2023, as ambassador, <a href=\"https:\/\/www.youtube.com\/watch?v=3Juy_DkWums\" rel=\"\">saying<\/a> she did not accept the positions of the UK government and the United Nations in support of an independent Palestinian state.<\/p>\n<p>She referred to Palestinians as a \u201cradical people\u201d \u2013 a racist and dehumanizing formulation intended to suggest that there could be no peace with the Palestinians and that Israel was therefore justified in slaughtering them.<\/p>\n<p>Making sure no one could misunderstand what she means by the extent of Israel\u2019s sovereignty, she has <a href=\"https:\/\/www.ynetnews.com\/articles\/0,7340,L-4657913,00.html\" rel=\"\">observed<\/a>: \u201cBetween the sea and the Jordan River, there needs to be one state, only the state of Israel\u201d.<\/p>\n<p>Notably, in an act of pure projection, Hotovely has claimed that, in contrast to her own ethnic supremacist agenda, pro-Palestinian demonstrators who call for equal rights for Jews and Palestinians in the same area \u2013 \u201cbetween the river and the sea\u201d \u2013 are calling for genocide.<\/p>\n<p>In late 2023, she <a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2023\/11\/02\/tzipi-hotovely-israel-ambassador-hamas-war\/\" rel=\"\">claimed<\/a> Jews \u201cdon\u2019t feel safe\u201d on London\u2019s streets because of the large marches against Israel\u2019s genocide in Gaza: \u201cThey [British Jews] see the same jihadi ideology on the streets of London as in Gaza.\u201d<\/p>\n<p class=\"header-anchor-post\"><strong>Hotovely\u2019s history<\/strong><\/p>\n<p>Hotovely made her name in Netanyahu\u2019s Likud party early on, when she was still a young backbench MP. In 2009, she openly called for the <a href=\"https:\/\/www.ynetnews.com\/articles\/0,7340,L-3822759,00.html\" rel=\"\">annexation<\/a> of the West Bank, before that position all but became official Israeli policy.<\/p>\n<p>In 2013 she developed a <a href=\"https:\/\/www.middleeasteye.net\/live-blog\/live-blog-update\/five-stage-plan-greater-land-israel-israeli-ambassador-uk\" rel=\"\">blueprint<\/a> for annexation in an essay titled \u201cThe five-stage plan for the Greater Land of Israel\u201d. It included a provision in which only those serving in Israel\u2019s army would qualify for citizenship \u2013 a transparent way to exclude Palestinians from meaningful rights.<\/p>\n<p>Her fanaticism earned her the position in 2020 of Israel\u2019s first-ever minister for the settlements. She views these illegal, Jewish-only colonies \u2013 declared illegal by the International Court of Justice last year \u2013 as a weapon to dispossess Palestinians and deprive them of any hope of Palestinian statehood.<\/p>\n<p>Hotovely is openly Islamophobic and denies the history of the Palestinian people. In 2020, shortly after taking up her position as ambassador, she <a href=\"https:\/\/www.youtube.com\/watch?v=AHYBklCUdiw\" rel=\"\">called<\/a> the <em>Nakba<\/em> \u2013 the well-documented expulsion in 1948 of hundreds of thousands of Palestinians by the newly declared state of Israel \u2013 an \u201cArab lie\u201d.<\/p>\n<p>She has been <a href=\"https:\/\/www.ynetnews.com\/articles\/0,7340,L-4657913,00.html\" rel=\"\">supportive<\/a> of hardline Jewish racial purity groups, such as Lehava, that try to stop relationships between Jews and non-Jews.<\/p>\n<p>And she <a href=\"https:\/\/www.timesofisrael.com\/deputy-fm-i-dream-of-israeli-flag-flying-over-temple-mount\/\" rel=\"\">backs<\/a> Israel\u2019s takeover of the Al-Aqsa Mosque compound in occupied East Jerusalem, one of the most important Islamic sites in the world. Such a move could set the Middle East on fire<strong>.<\/strong><\/p>\n<p class=\"header-anchor-post\"><strong>Radicalizing UK Jews<\/strong><\/p>\n<p>The Israeli ambassador has been undermining British foreign policy towards Israel and Palestine ever since she was appointed to the post five years ago. At that time, there was a campaign by British Jews to stop her bringing her extremist agenda to the UK.<\/p>\n<p>Liberal Jewish community leaders were appalled at the prospect. Jeremy Beecham, a Labour peer, <a href=\"https:\/\/www.theguardian.com\/world\/2020\/jun\/20\/outrage-as-hardliner-tzipi-hotovely-is-chosen-as-next-israeli-ambassador-to-uk\" rel=\"\">warned<\/a> that her appointment would \u201cdo nothing to win friends in the UK \u2013 or indeed any other reasonable country\u201d.<\/p>\n<p>Notably, Britain operates a draconian Prevent program ostensibly aimed at stopping the radicalization of minority communities. In practice, it has focused on targeting \u2013 and stigmatizing \u2013 British Muslims, presenting them as especially susceptible to extremism and supportive of terrorism.<\/p>\n<p>However, Hotovely illustrates the way the very same British establishment so obsessed with curbing Muslim extremism not only tolerates dangerous ideological influences on British Jews but actively cooperates with those influences.<\/p>\n<p>Further, those radicalized by Hotovely\u2019s incitement against Palestinians are largely insulated from criticism. Anyone trying to object to her brazen racism \u2013 or its impact on attitudes among British Jews \u2013 faces being smeared as an antisemite.<\/p>\n<p>In late 2021 pro-Palestinian solidarity activists protested her racist statements outside the London School of Economics as Hotovely gave a lecture there. As she emerged to a waiting car, demonstrators shouted: \u201cShame on you!\u201d and \u201cFree Palestine!\u201d<\/p>\n<p>The then ruling Conservative government and the opposition Labour party rushed to her defense, denouncing the protest as antisemitic \u2013 and, in a moment of peak cognitive dissonance, as an attack on free speech.<\/p>\n<p>Lisa Nandy, then shadow foreign secretary and now the secretary of state for culture, media and sport, <a href=\"https:\/\/x.com\/lisanandy\/status\/1458404080792096774\" rel=\"\">called<\/a> Hotovely\u2019s treatment \u201cappalling\u201d. While Nick Thomas-Symonds, then shadow home secretary and now head of the cabinet office, even more egregiously <a href=\"https:\/\/x.com\/NickTorfaen\/status\/1458428527880118273\" rel=\"\">smeared<\/a> the protesters. \u201cAntisemitism has no place in our society,\u201d he said.<\/p>\n<p class=\"header-anchor-post\"><strong>Time to go<\/strong><\/p>\n<p>The British establishment has further rallied to her defense since she became Israel\u2019s spokesperson in the UK for the genocide in Gaza.<\/p>\n<p>In March 2024 the Metropolitan police imposed a wide exclusion zone around the area in London in which she lives to stop a group of anti-zionist Jews holding <a href=\"https:\/\/morningstaronline.co.uk\/article\/jewish-activists-mark-one-year-protests-expel-israeli-ambassador\" rel=\"\">protests<\/a> outside her home.<\/p>\n<p>The voices calling for her expulsion have grown. In January, the former Labour shadow chancellor John McDonnell <a href=\"https:\/\/www.youtube.com\/watch?v=q-LzUGog11I\" rel=\"\">called<\/a> for Israel\u2019s complete isolation, and Hotovely\u2019s removal.<\/p>\n<p>He said: \u201cWe have an Israeli ambassador who\u2019s an advocate of Greater Israel, refuses to recognize the Palestinian state, defies all the UN resolutions that have been passed about how we can secure that peace, and she still remains in this country. Why aren\u2019t we expelling the Israeli ambassador?\u201d<\/p>\n<p>Zarah Sultana, an MP sitting as an independent after she was expelled from the Labour party by Starmer for opposing his austerity cuts, has also called for Hotovely\u2019s expulsion, <a href=\"https:\/\/www.youtube.com\/watch?v=lefi8bwqIBE\" rel=\"\">pointing<\/a> to her \u201cgenocidal rhetoric\u201d.<\/p>\n<p>After the petition against Hotovely reached 100,000 signatures, it qualified for a debate in parliament. No such debate has happened. Nor is it likely to.<\/p>\n<p>The truth is, whatever rhetoric the Starmer government deploys to soothe public anger, the British establishment considers its alliance with Israel \u2013 and Israel\u2019s patron in Washington \u2013 as far more important than the lives of 2 million Palestinians in Gaza.<\/p>\n<p><em>Jonathan Cook is the author of three books on the Israeli-Palestinian conflict, and a winner of the Martha Gellhorn Special Prize for Journalism.
