{"id":54941,"date":"2025-09-06T12:41:48","date_gmt":"2025-09-06T20:41:48","guid":{"rendered":"https:\/\/www.antiwar.com\/blog\/?p=54941"},"modified":"2025-09-06T12:41:48","modified_gmt":"2025-09-06T20:41:48","slug":"trump-to-sidestep-cold-war-arms-control-treaty-to-sell-more-drones-report","status":"publish","type":"post","link":"https:\/\/www.antiwar.com\/blog\/2025\/09\/06\/trump-to-sidestep-cold-war-arms-control-treaty-to-sell-more-drones-report\/","title":{"rendered":"Trump to Sidestep Cold War Arms Control Treaty to Sell More Drones: Report"},"content":{"rendered":"<p>After years of lobbying from US weapons makers, President <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/tag\/donald-trump\">Donald Trump<\/a> is reportedly set to implement his first-term <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/views\/2020\/06\/29\/defense-industry-cheers-trump-administration-poised-loosen-restrictions-drone\" target=\"_blank\" rel=\"noopener\">reinterpretation<\/a> of a Cold War-era arms control treaty in order to sell heavy attack drones to countries including <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/tag\/saudi-arabia\">Saudi Arabia<\/a>, according to a report published Friday.<\/p>\n<p>In July 2020, Trump <a class=\"rm-stats-tracked\" href=\"https:\/\/www.federalregister.gov\/documents\/2021\/01\/12\/2020-27983\/change-to-the-license-review-policy-for-unmanned-aerial-systems-uas-to-reflect-revised-united-states\" target=\"_blank\" rel=\"noopener\">announced<\/a> that his administration would reclassify unmanned aerial vehicles (UAVs) with flight speeds under 500 miles per hour \u2013 including General Atomics&#8217; MQ-1 Predator and MQ-9 Reaper and Northrop Grumman&#8217;s Global Hawk \u2013 as exempt from certain restrictions under the <a class=\"rm-stats-tracked\" href=\"https:\/\/www.armscontrol.org\/factsheets\/missile-technology-control-regime-glance\" target=\"_blank\" rel=\"noopener\">Missile Technology Control Regime<\/a> (MTCR).<\/p>\n<p>Signed by the United States in 1987 during the administration of President Ronald Reagan, the 35-nation MTCR &#8220;seeks to limit the risks of proliferation of weapons of mass destruction by controlling exports of goods and technologies that could make a contribution to delivery systems&#8221; for such weapons, as the US State Department website <a class=\"rm-stats-tracked\" href=\"https:\/\/www.state.gov\/bureau-of-international-security-and-nonproliferation\/releases\/2025\/01\/missile-technology-control-regime-mtcr-frequently-asked-questions\" target=\"_blank\" rel=\"noopener\">explains<\/a>.<\/p>\n<p>The end of Trump&#8217;s first term limited his first administration&#8217;s implementation of the MTCR policy shift, which was not continued under former President Joe Biden, who adopted a <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/2022\/07\/11\/outrage-biden-reportedly-considers-lifting-ban-offensive-arms-sales-saudi-arabia\" target=\"_blank\" rel=\"noopener\">somewhat stricter stance<\/a> on arms exports to some gross human violators including Saudi Arabia, but not others \u2013 <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/biden-weapons-to-israel\" target=\"_blank\" rel=\"noopener\">most notably Israel<\/a>.<\/p>\n<p>Now, a US official and four people familiar with the president&#8217;s plan <a class=\"rm-stats-tracked\" href=\"https:\/\/www.usnews.com\/news\/world\/articles\/2025-09-05\/exclusive-trump-to-reinterpret-1987-missile-treaty-to-sell-heavy-attack-drones-abroad\" target=\"_blank\" rel=\"noopener\">tell<\/a> <em>Reuters<\/em> that Trump is preparing to complete the MTCR revision, a move that &#8220;would unlock the sale of more than 100 MQ-9 drones to Saudi Arabia, which the kingdom requested in the spring of this year and could be part of a <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/record-u-s-arms-sale-saudi\" target=\"_blank\" rel=\"noopener\">$142 billion arms deal<\/a> announced in May.&#8221;<\/p>\n<p>As <em>Reuters<\/em> reported:<\/p>\n<p><em>Under the current interpretation of the MTCR, the sale of many military drones is subject to a &#8220;strong presumption of denial&#8221; unless a compelling security reason is given and the buyer agrees to use the weapons in strict accordance with international law.<\/em><\/p>\n<p><em>The new policy will allow General Atomics, Kratos, and Anduril, which manufacture large drones, to have their products treated as &#8220;Foreign Military Sales&#8221; by the State Department, allowing them to be easily sold internationally, according to a US official speaking to Reuters on condition of anonymity. <\/em><\/p>\n<p><em>This effort is the first part of a planned &#8220;major&#8221; review of the US Foreign Military Sales program, the official said.<\/em><\/p>\n<p>The US State Department did not respond to <em>Reuters<\/em>&#8216; request for comment on the policy shift.<\/p>\n<p>Trump&#8217;s move comes as US arms makers face stiff competition from Chinese, Israeli, and Turkish drone manufacturers. Neither China nor <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/tag\/israel\">Israel<\/a> are signatory to the MTCR, and Turkey, which did sign the agreement, features lighter and shorter-range UAVs not subject to the same restrictions as the heavier Reaper.<\/p>\n<p>The US official who spoke to <em>Reuters<\/em> said the new guidelines will allow the US &#8220;to become the premier drone provider instead of ceding that space to Turkey and China.&#8221;<\/p>\n<p>Daryl Kimball, director of the Arms Control Association\u2014a longtime critic of MTCR revision \u2013 <a class=\"rm-stats-tracked\" href=\"https:\/\/x.com\/DarylGKimball\/status\/1963932390893473797\" target=\"_blank\" rel=\"noopener\">warned<\/a> that Trump&#8217;s planned reinterpretation &#8220;would be a mistake.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After years of lobbying from US weapons makers, President Donald Trump is reportedly set to implement his first-term reinterpretation of a Cold War-era arms control treaty in order to sell heavy attack drones to countries including Saudi Arabia, according to a report published Friday.
