China abstained, as did Russia, which submitted a rival draft resolution.<\/p>\n<p>While US Ambassador to the UN Mike Waltz <a class=\"rm-stats-tracked\" href=\"https:\/\/news.un.org\/en\/story\/2025\/11\/1166385\" target=\"_blank\" rel=\"noopener noreferrer\">hailed<\/a> the approval of what he called a \u201chistoric and constructive resolution,\u201d Hamas, which has ruled Gaza since 2007, rejected what it said \u201cimposes an international guardianship mechanism on the Gaza Strip, which our people and their factions reject.\u201d<\/p>\n<p>\u201cAssigning the international force with tasks and roles inside the Gaza Strip, including disarming the resistance, strips it of its neutrality, and turns it into a party to the conflict in favor of the occupation,\u201d added Hamas, which the US labels a terrorist organization.<\/p>\n<p>After waging war on Gaza for over two years, Israeli officials also rejected the resolution for opening the door to Palestinian statehood \u2013 which is officially recognized by around 150 nations but is vehemently opposed by Israel \u2013 with Prime Minister Benjamin Netanyahu calling such an outcome \u201cunacceptable.\u201d<\/p>\n<p>The approved stabilization force will be tasked with securing Gaza\u2019s borders, protecting civilians, facilitating humanitarian assistance, supporting a redeployed Palestinian police force, and supervising disarmament of Hamas and other militant resistance groups. Under the plan, Israeli occupation forces would fully withdraw from Gaza after the stabilization force achieves security and operational control of the Palestinian exclave.<\/p>\n<p>Then, a transitional governing body \u2013 the so-called Board of Peace led by US President Donald Trump \u2013 would be established to coordinate security, humanitarian aid, and reconstruction. The plan, which builds on Trump\u2019s 20-point peace proposal adopted in last month\u2019s tenuous ceasefire, dangles the carrot of a pathway toward Palestinian self-determination and statehood under a reformed Palestinian governing authority.<\/p>\n<p>Human Rights Watch criticized the vote in an X post stating that \u201cthe fact that the words \u2018human rights\u2019 don\u2019t appear in the resolution adopted by the Security Council today speaks volumes.\u201d<\/p>\n<div class=\"embed-twitter\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">\ud83d\udea8 The UN Security Council has just adopted a US-drafted resolution to authorize an international stabilization force for <a href=\"https:\/\/twitter.com\/hashtag\/Gaza?src=hash&amp;ref_src=twsrc%5Etfw\">#Gaza<\/a> with 13 votes in favor, 0 against, 2 abstentions (Russia &amp; China). <a href=\"https:\/\/twitter.com\/hrw?ref_src=twsrc%5Etfw\">@hrw<\/a>&#39;s reaction follows in a short thread. \ud83e\uddf5 <a href=\"https:\/\/t.co\/XacLkt2WTg\">pic.twitter.com\/XacLkt2WTg<\/a><\/p>\n<p>&mdash; louis charbonneau (@loucharbon) <a href=\"https:\/\/twitter.com\/loucharbon\/status\/1990542026279170150?ref_src=twsrc%5Etfw\">November 17, 2025<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<p>The US-based peace group CodePink said in a statement that \u201cthe resolution, while disguised as a peaceful and humanitarian proposal, is in reality a blueprint for the internationalization of the Israeli occupation and a complete denial of Palestinian self-determination.\u201d<\/p>\n<p>CodePink continued:<\/p>\n<blockquote><p>The resolution imposes a two-year mandate to \u201csecure borders,\u201d \u201cprotect civilians,\u201d and \u201cdecommission weapons,\u201d with the stated goal of disarming Palestinian resistance. However, it does nothing to address and end the root cause of the violence: Israel\u2019s ongoing siege, occupation, and ethnic cleansing. The United States, which armed and shielded the Israeli government unconditionally as it killed and displaced hundreds of thousands of Palestinians, should not be considered a neutral actor of good faith.
