CENTCOM Chief: \u2018We Have Not\u2019"},"content":{"rendered":"<p>While claiming that the subject of civilian casualties is his \u201cpassion\u201d before US lawmakers during a US Senate hearing on Thursday, the head of US Central Command was asked directly if he and his team had investigated a litany of reports about civilians being killed or maimed by US bombs in Iran. His answer? No.<\/p>\n<p>Commander Adm. Brad Cooper appeared before the Senate Armed Services Committee for a <a class=\"rm-stats-tracked\" href=\"https:\/\/www.armed-services.senate.gov\/hearings\/to-receive-testimony-on-the-posture-of-united-states-central-command-and-united-states-africa-command-in-review-of-the-defense-authorization-request-for-fiscal-year-2027-and-the-future-years-defense-program\" target=\"_blank\" rel=\"noopener\">hearing<\/a> on US Central Command (CENTCOM) and US Africa Command (AFRICOM) concerning the Trump administration\u2019s <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/trump-2027-budget\" target=\"_blank\" rel=\"noopener\">request<\/a> for $1.5 trillion in military spending authorization for 2027.<\/p>\n<p>During the questioning, Cooper refuted reports that US-Israeli airstrikes have hit 22 schools in Iran and raised eyebrows for his answers regarding cuts to <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/tag\/pentagon\">Pentagon<\/a> programs meant to mitigate harm to noncombatants.<\/p>\n<p>Sen. Kirsten Gillibrand (D-NY) \u2013 who last month led the <a class=\"rm-stats-tracked\" href=\"https:\/\/www.gillibrand.senate.gov\/news\/press\/release\/gillibrand-colleagues-introduce-legislation-to-end-president-trumps-reckless-war-in-iran\/\" target=\"_blank\" rel=\"noopener\">introduction<\/a> of a defeated war powers resolution aimed at stopping President Donald Trump\u2019s \u201creckless\u201d attack on Iran \u2013 pressed Cooper about US conduct in the war. She cited <em>New York Times<\/em> <a class=\"rm-stats-tracked\" href=\"https:\/\/www.nytimes.com\/interactive\/2026\/04\/09\/world\/middleeast\/us-israel-strikes-iran-structures-damage.html\" target=\"_blank\" rel=\"noopener\">reporting<\/a> that 22 schools and 17 healthcare facilities have been destroyed or damaged since Trump and Israeli Prime Minister Benjamin Netanyahu launched the illegal war of choice on February 28.<\/p>\n<p>\u201cWe have regulations. We have the law of war. We have human rights obligations. We have our own targeting requirements to avoid civilian harm and death,\u201d Gillibrand said. \u201cHave you been implementing all the laws that are required under current law to minimize civilian death?\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-media-max-width=\"560\">\n<p dir=\"ltr\" lang=\"en\">.<a href=\"https:\/\/twitter.com\/SenGillibrand?ref_src=twsrc%5Etfw\">@SenGillibrand<\/a> presses CENTCOM Commander Cooper on the bombing of schools and hospitals in Iran.<\/p>\n<p>Cooper\u2019s response is woefully insufficient, denying that more than one such bombing took place, despite widespread documentation of bombings destroying protected civilian sites. <a href=\"https:\/\/t.co\/8gy6Zx6eg2\">pic.twitter.com\/8gy6Zx6eg2<\/a><\/p>\n<p>\u2014 NIAC (@NIACouncil) <a href=\"https:\/\/twitter.com\/NIACouncil\/status\/2054969636681121855?ref_src=twsrc%5Etfw\">May 14, 2026<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Cooper replied: &#8220;We have executed every operation consistent with the law of armed conflict. The subject of civilian casualties is a particular passion of mine. We pay attention to it.&#8221;<\/p>\n<p>\u201cWe follow all the procedures and have gone above and beyond to, in my case, personally warn the Iranian people of several instances during conflict where they were being potentially used as human targets,\u201d the admiral said.<\/p>\n<p>Asked by Gillibrand \u201chow did we then bomb 22 schools,\u201d Cooper countered that \u201cthere is no indication that we have that has been corroborated.\u201d<\/p>\n<p>The Iranian Red Crescent Society <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/iran-university-attacks\" target=\"_blank\" rel=\"noopener\">claimed<\/a> last month that at least 60 students and 10 staff members were killed in US-Israeli attacks on 32 universities and 857 schools.<\/p>\n<p>Pressed by the senator on \u201chow many schools\u201d the US has bombed, Cooper retorted that \u201cthere is one active civilian casualty investigation from the 13,629 munitions\u201d used to attack Iran.<\/p>\n<p>The admiral was presumably referring to the February 28 cruise missile strike on the Shajareh Tayyebeh girls\u2019 elementary school in Minab, which killed 156 students and staff and wounded 95 others. Trump and senior administration officials initially <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/trump-lies-iran-school-strike\" target=\"_blank\" rel=\"noopener\">denied responsibility <\/a>for the massacre, but <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/trump-lying-about-iran-school-strike\" target=\"_blank\" rel=\"noopener\">physical evidence<\/a>, journalistic investigations, and a preliminary Pentagon probe <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/preliminary-findings-iran-school-bombing\" target=\"_blank\" rel=\"noopener\">indicate US culpability<\/a>.<\/p>\n<p>A skeptical Gillibrand repeated her question about 22 schools \u201cand multiple hospitals\u201d being bombed.<\/p>\n<p>\u201cThere\u2019s no way that we can corroborate that,\u201d Cooper replied. \u201cNo indication of that whatsoever.\u201d<\/p>\n<p>The senator asked for clarification: \u201cThere\u2019s no way you can corroborate, or no indication of it? Which one?\u201d<\/p>\n<p>Cooper answered, \u201cNo indication.\u201d<\/p>\n<p>\u201cWell, the indication is what\u2019s publicly available,\u201d Gillibrand fired back. \u201cThere is indication. Have you investigated those claims?\u201d<\/p>\n<p>The admiral replied, \u201cWe have not.\u201d<\/p>\n<p>Gillibrand continued: \u201cWhy have you not? If this is a passion of yours, if you believe that the civilian casualties are not consistent with the law of war and not consistent with human rights obligations&#8230; why have you not investigated those allegations when they\u2019re publicly being made on the cover of The New York Times?\u201d<\/p>\n<p>The senator then asked how Cooper has \u201cmanaged the 90% cut to the personnel who are supposed to avoid civilian targets,\u201d a reference to Defense Secretary Pete Hegseth\u2019s <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/hegseth-civilian-harm-programs\" target=\"_blank\" rel=\"noopener\">gutting<\/a> of the Biden-era <em><a class=\"rm-stats-tracked\" href=\"https:\/\/media.defense.gov\/2022\/Aug\/25\/2003064740\/-1\/-1\/1\/CIVILIAN-HARM-MITIGATION-AND-RESPONSE-ACTION-PLAN.PDF\" target=\"_blank\" rel=\"noopener\">Civilian Harm Mitigation and Response Action Plan<\/a><\/em> (CHMR-AP), which laid out a series of policy steps aimed at preventing and responding to the death and injury of noncombatants.<\/p>\n<p>The plan, which was implemented after US forces killed an <a class=\"rm-stats-tracked\" href=\"https:\/\/costsofwar.watson.brown.edu\/costs\/human\" target=\"_blank\" rel=\"noopener\">estimated<\/a> 432,000 civilians since late 2001 during the so-called War on Terror, was skeptically welcomed for its commitment to reducing harm to noncombatants. However, Hegseth <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/hegseth-rules-of-engagement\" target=\"_self\">said<\/a> at the outset of the Iran War that US forces would not be bound by \u201cstupid rules of engagement\u201d and would instead <a class=\"rm-stats-tracked\" href=\"https:\/\/www.propublica.org\/article\/trump-defense-department-iran-hegseth-civilian-casualties\" target=\"_blank\" rel=\"noopener\">prioritize<\/a> \u201clethality.\u201d<\/p>\n<p>The Pentagon eliminated the entire civilian harm office at Joint Special Operations Command, removed related specialists from target development teams, and slashed CENTCOM\u2019s civilian harm mitigation team from 10 people to just one full-time staffer.<\/p>\n<p>Cooper told Gillibrand that he would be \u201chappy to provide any report\u201d on the matter.<\/p>\n<p>Iranian officials and human rights groups say more than 1,700 Iranian civilians have been killed by US and Israeli attacks since February 28. US and Israeli use of artificial intelligence systems to select bombing targets exponentially faster than any person has also <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/us-israel-ai-iran\" target=\"_self\">raised concerns<\/a> regarding a lack of meaningful human oversight. One former IDF officer <a class=\"rm-stats-tracked\" href=\"https:\/\/www.commondreams.org\/news\/gaza-civilian-casualties-2666414736\" target=\"_self\">said<\/a> AI enabled a \u201cmass assassination factory\u201d in Gaza, where more than 250,000 Palestinians have been killed or wounded by Israeli forces since the Hamas-led attack of October 7, 2023.<\/p>\n<p>The National Iranian American Council (NIAC) <a class=\"rm-stats-tracked\" href=\"https:\/\/x.com\/NIACouncil\/status\/2054969636681121855\" target=\"_blank\" rel=\"noopener\">said<\/a> after the exchange with Gillibrand that \u201cCooper\u2019s response is woefully insufficient, denying that more than one such bombing took place, despite widespread documentation of bombings destroying protected civilian sites.\u201d<\/p>\n<p>\u201cMore than 1,700 civilians, including hundreds of children, were killed in the bombardment of Iran,\u201d NIAC added. \u201cDozens of schools and hospitals were damaged and destroyed by the dropping of massive bombs in urban areas.
