None of the countries in the ME nor Africa were involved in 9/11. Rumsfeld was more interested in regime change in Syria which is secular and Iraq which was secular under Saddam Hussein. George W Bush treated him as if he were the president.
George W Bush made Iraq a haven for Al-Qaeda and ISIS because he said Iraq was behind 9/11.

And these drills come as the US withdraws the only aircraft carrier in the Middle East, the USS Nimitz. But the US is continuing freedom of navigation operations in the South China Sea at a time when US Taiwan relations are critical.
