SUBJECT: Was the “Russian Hack” an Inside Job?

Executive Summary

Forensic studies of “Russian hacking” into Democratic National Committee computers last year reveal that on July 5, 2016, data was leaked (not hacked) by a person with physical access to DNC computers, and then doctored to incriminate Russia.

After examining metadata from the “Guccifer 2.0” July 5, 2016 intrusion into the DNC server, independent cyber investigators have concluded that an insider copied DNC data onto an external storage device, and that “telltale signs” implicating Russia were then inserted.

Key among the findings of the independent forensic investigations is the conclusion that the DNC data was copied onto a storage device at a speed that far exceeds an Internet capability for a remote hack. Of equal importance, the forensics show that the copying and doctoring were performed on the East coast of the U.S. Thus far, mainstream media have ignored the findings of these independent studies [see here and here].

Two dozen ex-U.S. intelligence officials urge President Trump to rethink his claims blaming the Syrian government for the chemical deaths in Idlib and to pull back from his dangerous escalation of tensions with Russia

SUBJECT: Syria: Was It Really “A Chemical Weapons Attack”?

1 – We write to give you an unambiguous warning of the threat of armed hostilities with Russia – with the risk of escalation to nuclear war. The threat has grown after the cruise missile attack on Syria in retaliation for what you claimed was a “chemical weapons attack” on April 4 on Syrian civilians in southern Idlib Province.

2 – Our U.S. Army contacts in the area have told us this is not what happened. There was no Syrian “chemical weapons attack.” Instead, a Syrian aircraft bombed an al-Qaeda-in-Syria ammunition depot that turned out to be full of noxious chemicals and a strong wind blew the chemical-laden cloud over a nearby village where many consequently died.

As the hysteria about Russia’s alleged interference in the U.S. election grows, a key mystery is why U.S. intelligence would rely on “circumstantial evidence” when it has the capability for hard evidence, say U.S. intelligence veterans.

Allegations of Hacking Election Are Baseless

A New York Times report on Monday alluding to “overwhelming circumstantial evidence” leading the CIA to believe that Russian President Vladimir Putin “deployed computer hackers with the goal of tipping the election to Donald J. Trump” is, sadly, evidence-free. This is no surprise, because harder evidence of a technical nature points to an inside leak, not hacking – by Russians or anyone else.

Monday’s Washington Post reports that Sen. James Lankford, R-Oklahoma, a member of the Senate Intelligence Committee, has joined other senators in calling for a bipartisan investigation of suspected cyber-intrusion by Russia. Reading our short memo could save the Senate from endemic partisanship, expense and unnecessary delay.

We write to alert you, as we did President George W. Bush, six weeks before the attack on Iraq, that the consequences of limiting your circle of advisers to a small, relatively inexperienced coterie with a dubious record for wisdom can prove disastrous.* Our concern this time regards Syria.

We are hoping that your President’s Daily Brief tomorrow will give appropriate attention to Saturday’s warning by Russia’s Foreign Ministry spokesperson Maria Zakharova: “If the US launches a direct aggression against Damascus and the Syrian Army, it would cause a terrible, tectonic shift not only in the country, but in the entire region.”

SUBJECT: U.S. Media Mum On How Your Committee Faced Down Both CIA and Obama

We write to thank you for your unwavering support for your extraordinarily courageous and tenacious staff in (1) investigating CIA torture under the Bush/Cheney administration and (2) resisting CIA/White House attempts under the Obama administration to cover up heinous torture crimes like waterboarding.

We confess to having been shocked at the torture detailed in the version of the executive summary your Committee released on December 9, 2014. We found ourselves wondering what additional behavior could have been deemed so repugnant that the White House and CIA insisted it be redacted; and if the entire 6,700-page investigation – with whatever redaction might be truly necessary – would ever see the light of day. We think you could take steps now to make it less likely that the full report be deep-sixed, and we will make some suggestions below toward that end.

SUBJECT: Beware Foggy Bottom Dissent

Dissent and disagreement within the foreign policy and national security bureaucracy only comes to the public’s attention when there are deep and fundamental differences of opinion about the execution and objectives of a U.S. policy. Instances of dissent emerged during the war in Vietnam and have reappeared periodically, e.g., during the Contra War in Central America in the 1980s and the Cold War with the Soviets. We can now add Syria to this list.

The latest media buzz came with the leak that 51 “State Department Diplomats” signed a dissent letter advocating direct US bombing as a tool to force Syria into submission to our government’s dictates. US Foreign Service Officers are a unique collection of highly educated people, who take great pride in having passed the Foreign Service Exam. Yet even among such “bright people,” some succumb to the forces of careerism and the pressures to politicize intelligence.
